Job Description

The Director, Quality and Safety Management is responsible for (1) ensuring that the company provides and maintains a quality management system that meets applicable standards and requirements, develops quality management system plans for the performance of the company’s contracts, conducts quality control inspections as necessary during the performance of the company’s contracts and operations (including plans of action and milestones), maintains adequate and compliant quality assurance records, (2) leading the company’s safety program, and (3) leading the company’s technical training program.


  • Maintains a quality management system (QMS) (including quality assurance and control programs) that meets NAVSEA Standard Item 009-04, ANSI/ISO/ASQ Q9001-2015: Quality Management Systems – Requirements, and other applicable QMS standards.
  • Prepares and maintains QMS documentation and procedures and all other documentation and data necessary to provide an efficient and effective QMS.
  • Ensures company subcontractors possess an adequate QMS commensurate with the services and supplies to be provided under company subcontracts.
  • Conducts quality control inspections as necessary in the performance of the various tasks as assigned and identified by contractual performance work statement, plans of action and milestones (POA&M), and procedural quality system documents.
  • Ensures that the company maintains adequate quality assurance records, including test and inspection records.
  • Develops and maintains quality manual and statements of quality policy and quality objectives as part of QMS documentation.
  • Leads company response to customer and third-party quality assurance audits.
  • Develops and ensures maintenance of quality assurance workbook templates in accordance with the requirements of NAVSEA TS9090-310 and other applicable standards.
  • Prepares formal corrective action responses that address problems and root causes when the customers or third parties identify a systemic or major quality assurance problem requires corrective action, including preventive or corrective actions to be implemented by the company with implementation schedule dates.
  • Ensures company compliance with the Occupational Safety and Health Act (OSHA) and resulting standards.
  • Develops, maintains, and enforces policies, procedures, and instructions that ensure the safety and health of company employees and subcontractors.
  • Ensures that company personnel working on government and third-party installations, vessels, and platforms are familiar with and follow all applicable safety rules and guidelines.
  • Ensures that accident and incident reporting occurs in accordance with OSHA and other applicable federal, state, company, customer, and regulatory requirements and maintains accident and incident logs.
  • Manages and administers the process of identifying, measuring, managing, and implementing tools and actions for eliminating or mitigating hazard risks and loss control activities, including conducting facility and operational safety assessments.
  • Design and conduct technical training program to include preparing and sourcing instructional materials such as lesson plans/curriculum, learning objectives, user and instructor guides, handouts, practical exercises and other necessary materials necessary for employees to learn technical applications.
  • Ensures that the company maintains a training records database if qualification records for electricians, welders, and other specialized trades and professions and test and measuring equipment calibration records.
  • Develops and oversees the production of classroom handouts, instructional materials, aids, and manuals
  • Delivers presentations and trainings using acceptable methods and techniques
  • Conducts training analysis through quizzes and surveys to determine the effectiveness of trainings.
  • Gathers information from application functional analysts, application owners, and/or subject matter experts to update lesson plans, practical exercises, learning objectives, handouts, and other materials
  • Manages and maintains company training facilities and equipment.
  • Schedules training classes and maintains calendar for classes.
  • Supervises a team of Quality Managers.

  • Bachelor’s Degree (Work experience may be substituted for degree for highly-qualified candidates.)
  • Minimum seven to ten years of relevant work experience.
  • Excellent communications and interpersonal skills.
  • Quality and safety certifications and memberships in quality and safety associations highly desirable.
  • Strong analytical skills.
  • Detailed knowledge of applicable federal and agency environmental, health, and safety regulations
  • Strong planning, decision-making, relationship-building, and coaching skills.
  • Ability to adapt and respond to changes in business conditions, competing demands, and unanticipated events.
  • Knowledge of risk management principals and workers’ compensation insurance policy and claims management.
  • Must be able to travel up to one week at a time, roughly every other month, to other corporate offices throughout the US.
