Title: DNA Examiner

JOB PURPOSE:

Naval Surface Warfare Center Dahlgren Division (NSWCDD) has partnered with the Army’s Defense Forensics and Biometrics Agency (DFBA) which is the parent organization to the Defense Forensics Science Center (DFSC), by providing subject matter experts into the global forensics and biometrics labs and being the responsible organization for the Weapons-Technical-Intelligence Exploitation Analysis Tool (WEAT). The Naval Expeditionary Forensics and Biometrics (NEFB) is part of the overall Identity Management concept within the military services. This contract provides support to naval efforts related to forensics and biometrics.

Resumes will first be screened for the requisite skills and experience, and if accepted, the applicant will attend a several weeks long assessment program at Ft. Gillem, Atlanta, GA. Individuals will then be based in Atlanta with 6-12 month deployments overseas to either Afghanistan, Kuwait, Bahrain, and Djibouti. All overseas deployments include salary increases respective to the area.

RESPONSIBILITIES:

Assigned a case for examination. The case file manager or the evidence custodian will provide all specific instructions regarding processing and/or suspense date.
Assume responsibility for evidence while processing and examining.
Pre-Collection Examination and Planning - Examine evidence in consultation with firearms and latent print analysts (as needed) to ensure proposed collection approach will not negatively impact collection of other forensic data from the evidence.
Collection - Swab or otherwise collect potential DNA samples from evidence using approved procedures designed to minimize the possibility of sample contamination. Collect DNA samples from Detainees or other persons for subsequent processing and comparison to evidentiary samples. All samples shall be properly packaged, marked and stored in preparation for extraction.
Extraction - Extract DNA from collection samples using procedures designed to minimize the possibility of sample contamination. Procedures being used are determined by who has administrative control of the lab (NAVCENT Exploitation Lab (NEL) or Expeditionary Forensics Lab (EFL).
Amplification - Amplify DNA using approved procedures designed to minimize the possibility of sample contamination.
Processing - Process amplified DNA using approved procedures designed to minimize the possibility of sample contamination.
Analysis and Comparison - Analyze the electronic data produced by the DNA processing equipment to determine if a likely match exists between DNA collected from evidence to that collected from Detainees or other known persons.
Use photographic equipment to capture still images of each evidence item and relevant key portions of the evidence item, or other exhibits, to support further analysis, conclusions, and documentation.
Document examination results/findings in the WEAT database. A secondary examiner will co-sign in the WEAT tool if verification is agreed, or deliver a separate signed report stating his/her conclusions also in WEAT.
Annotate the case file documentation, detailing the processing techniques and the examination results.
Perform administrative and technical reviews of reports and worksheets.
Ensure, after processing, that all items are returned to the Evidence Custodian for proper storage and any subsequent documentation.
Maintain a clean laboratory and personal workspace environment, in accordance with local laboratory procedures.

EDUCATION AND WORK EXPERIENCE:

Four (4) years of experience working in a forensic laboratory performing DNA analysis on criminal evidence, including blood and bloodstains, body fluids, and stains of body fluids, hair and other items requiring DNA or related analysis; generation of DNA, performance of visual and microscopic examination of hairs; comparison of evidence from victims, scenes, or instruments of incidents to evidence from suspects.
Professional certification such as American Board of Criminalistics (ABC) is desired.

CLEARANCE:

United States Citizen
Active Secret clearance preferred
