Position: Executive HeadHunter/Sr Business Analyst

Position Code: EF-21-032-C8-058C

Work Location: US-MD-Germantown (May be remote in DMV during COVID-19)

Compensation: Depends On Experience

Required Degree:

  • Bachelor’s Degree from an accredited college or university in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management is required.

Required Years of Experience:

  • At least eight (8) years of experience in performing Business Management activities.

  • At least eight (8) years of experience in providing Human Resources and Recruitment support.

  • At least five (5) years of experience in conducting candidate interviews, reference checks, educational checks, citizenship checks, and employment verifications.

  • At least five (5) years of experience in developing detailed position descriptions from position requirements.

  • At least five (5) years of experience identifying potential sources and candidates by utilizing a wide variety of search methods such as internal resume banks, cold calling, industry and functional networking, professional and executive associations, and interviews with internal and external stakeholders to identify leads.

  • At least eight (5) years of experience developing PMO documents such as Project Management Plans, Schedules, Monthly Reports, Weekly Status Reports, Presentation Slides, Action Items, Issues Log, Meeting Agendas, and Meeting Minutes.

  • At least three (3) years of experience in developing Executive Recruitment Strategies and Methodologies.

  • At least three (3) years of experience compiling candidate data and developing Candidate Short Lists, Candidate Selection Reports, and Informational Reports.

  • Familiarity with the application process for Federal Government Jobs using USAJobs.gov.

  • Demonstrated communication skills.

Preferred Qualifications:

  • Knowledge of Recruiting Best Practices within the Aviation Industry

  • MS Office & MS SharePoint

Responsibilities:

  • The Contractor must provide program management support to perform identified tasks efficiently, accurately, on time, and in compliance with the requirements.

  • The Contractor must prepare and maintain a Project Management Plan (PMP).

  • The Contractor must provide Monthly Status Reports (MSRs) that document the activities of the previous month and identify planned activities for the following month.

  • Executive Search: The Contractor must provide support to the PMO by performing the following Tasks:

    • Collaborate with AHR Executive Resources Office to identify and validate position requirements;

    • Contribute to development of detailed position descriptions requiring knowledge of aviation and the aviation industry that results in the identification of highly qualified aerospace engineers;

    • Advise PMO on recruiting best practices within the aviation industry;

    • Utilize a wide variety of search methods to identify potential sources and candidates. Search methods include internal resume banks, cold calling, industry and functional networking, professional and executive associations, and interviews with internal and external stakeholders to identify leads;

    • Develop executive recruitment strategies and methodologies to support FAA hiring initiatives; and

    • Identify a minimum of three (3) highly qualified candidates, from either government or non-government sources that the selecting official agrees are acceptable from each conducted search.

  • Candidate Selection: The Contractor must provide support to the PMO by performing the following Tasks:

    • Verify candidates meet technical qualifications and leadership requirements to ensure suitability and long-term compatibility with organizational culture;

    • Determine availability and level of interest for potential candidates to ensure timely placement;

    • Ensure candidates possess U.S. citizenship;

    • Maintain familiarity with the FAA application process within USAJobs.gov and ensure identified candidates make application via USAJobs.gov

    • Conduct preliminary candidate interviews and provide ongoing advice and technical assistance to identified candidates during the application process; and

    • Conduct preliminary reference checks and provide ongoing advisory services to AHR Executive Resources Office.

  • Recruitment Reports: The Contractor must provide support to the PMO by performing the following Tasks:

    • Compile candidate data and selection metrics (i.e., suitability, availability) into recurring reports at intervals and in format determined by FAA;

    • Provide informational reports on the selection process and attempts to ensure a qualified, diverse pool of candidates in the event of grievances, EEO complaints or other litigation related to the selection or hiring process; and

    • Demonstrate an understanding of the Uniform Guidelines on Employee Selection Procedures (29 CFR 1607) and merit systems principles and prohibited personnel practices (defined in FAA Personnel Management System Sections VII and VIII) as relates to the recruitment/selection process.

  • Communications: The Contractor must coordinate all communication with the selecting official through the AHR Executive Resources Staff. Communication type is telephonic, electronic, and virtual to collaborate with AHR Executive Resource office to identify and validate position requirements.
