Job Summary
Responsible for providing assistance to the Water Quality Division (WQD) to perform tasks associated with processing Pretreatment Program applications and related documents.
Essential Duties and Responsibilities
Generates Texas Toxicity (TexTox) reports for industrial wastewater dischargers to determine permit effluent limits. Prepares the pretreatment sections of individual permits for publicly owned treatment works in accordance with state and federal rules and guidelines. Evaluates pretreatment annual reports from municipalities for compliance with permit requirements, and agency policies and guidelines. Evaluates industrial waste surveys from municipalities without an approved pretreatment program. Conducts the review of proposed program modification packages for compliance with permit requirements, and agency policies and guidelines. Reviews numerical analyses of local limits packages submitted by municipalities. Enters pretreatment program data into databases and spreadsheets. Conducts research for categorical determinations of industrial users. Assists with preparations for Commissioners' meetings; meetings with the public, applicants, and stakeholders; contested case hearings; public presentations; and other significant meetings or presentations as needed. Assists with special projects as assigned. Performs various administrative tasks as assigned, such as filing and making copies. Prepares and submits required status reports. Performs other duties assigned.
Required Qualifications
Bachelor's degree and one (1) year of experience in data analysis, environmental quality management, public utilities, business administration, or related field or the equivalent experience.
Preferred Qualifications
Excellent communication skills.

KNOWLEDGE, SKILLS AND ABILITIES: Solid working knowledge of TCEQ and Environmental Protection Agency rules, regulations and procedures related to publicly owned treatment works and pretreatment programs; and Microsoft Office.
Skill in reviewing and analyzing records; determining proper courses of action; performing basic data entry skills; managing time and assignments to meet deadlines; communicating effectively with internal and external customers; and use of proper spelling, grammar, and punctuation.
Ability to move in and around personal workspace using wheelchair or other aid, if necessary; learn, remember, and integrate complex concepts, difficult procedures, or complicated processes; communicate verbally with clients/customers to gather information &/or explain policies/procedures; routinely record information such as draft correspondence/reports/documents/policies/procedures, conduct interviews and record information, prepare case narratives, or prepare other lengthy documents using handwritten or mechanical means; perform visual activities requiring prolonged attention to detail such as editing and proofreading; hear and understand speech to interact with coworkers/clients/customers on a routine or frequent basis with use of amplifying equipment/hearing aids, if necessary; travel infrequently (i.e. annually) for activities such as job skills training at a centralized training center.
