General Description:

This leadership position provides vision and direction for Information Technology (IT) at the University of Tennessee’s Institute for Public Service (IPS) that is in alignment with the mission, goals, and objectives of the University, the Institute, and the Institute’s six agencies.

 

The development and implementation of the vision and direction for IT at the Institute requires establishing relationships and working with executives from all campuses and institutes University-wide, executives at the Institute, and those directly responsible for IT at the Institute’s agencies.

 

This position provides leadership and direction which includes indirect guidance to all IT professionals at the Institute regarding strategic plans, standards, prioritization of tasks and requests, training, and procedures.

 

Duties and Responsibilities:

The role of IT Manager for the Institute for Public Service:

· requires a high level of fiscal responsibility in delivering the vision and direction for the Institute and approves annual recommendations for IT solutions at the Institute, works to develop a process for prioritization of requests and has direct input into IT solutions for the Institute and its agencies.

· is responsible for the evaluation, recommendation, and justification of maintenance, upgrades, and replacement to hardware and software that supports IT managed services as well as leveraging contracts for those services to position the Institute to receive maximum effectiveness and efficiency for the IT dollars invested.

· leads the annual budgeting process for IT and IT provided services.

· develops, maintains, and enhances relationships with the University of Tennessee System-wide Administration (UTSA), the University of Tennessee Knoxville (UTK), the University of Tennessee Institute for Agriculture (UTIA), and all other campuses in the University of Tennessee system. This includes active participation in the UT System Governance Model as a member of the Statewide Governance Committee, UT CIO Council Meetings, and the IT Security Community of Practice.

· serves as a member of the Knoxville Area IT Committee and shall work directly with the UTK CIO to ensure that the Institute services are delivered as defined and that Institute priorities are adequately processed.

· is a direct report to the Institute for Public Service Vice President and is responsible for providing input and guidance on all IT activities that affect the Institute. This includes activities such as security, applications development and administration, network design and implementation, instructional technology, customer support, and incident and problem response.

· serves as a primary IT security role for the Institute with direct responsibilities for the IT security plan, plan enforcement, security controls definition and validation, awareness training, and reporting to the UT Board of Trustees Audit Committee on a regular basis regarding security at IPS.

· functions as a convener and facilitator by leading a diverse technical staff responsible for providing support for computer hardware, operating systems, systems and application software, storage and backup solutions, desktops, video conferencing, server management and web development.

 

Required Qualifications:

Education:

Bachelor’s degree in field of Information Technology Management, Computer Science, IT Security, Information Sciences, or related field. Master’s degree is preferred.

 

Experience:

Minimum of five (5) years of relative experience.

 

Technical Skills:

The incumbent must have knowledge of networking technologies with an emphasis in TCP/IP and Internet protocols, computer and network security principles implementation, Windows systems administration, the design of enterprise level technical architectures utilizing the latest technologies, middleware software and infrastructure services, applications development, web development practices, and cloud-based systems as solutions for institutional computing needs.

 

Leadership Skills:

The incumbent must have excellent interpersonal, oral, and written communication skills, as well as creative problem-solving skills. Performance management, budget management, project management, and priority/task planning skills are required. Management and/or supervision experience to oversee the responsibilities of IT personnel is also required. A high level of integrity and sound judgment concerning security, privacy issues, and complex situations is required. The incumbent must have the ability to understand and implement cultural change related to changes in technology.
