### Summary

The incumbent serves as a Supervisory Human Resources Specialist in
the Office of Human Resources of the Management Programs Division of
the Financial Crimes Enforcement Network (FinCEN). Develops and
directs the provision of a full array of recruitment and staffing
services, serves as program manager for position management and
classification, and provides guidance in the areas of benefits, drug
testing, and time and attendance.

### Responsibilities

1-Non Sensitive: This is a non-sensitive position designated as high
risk public trust, favorable adjudication of a Tier 4 investigation
is required. Failure to successfully meet these requirements will be
grounds for termination. Continued employment with FinCEN is
contingent upon satisfactory completion of the Tier 4 level
background investigation, the results of which fully meet the
FinCEN's special employment criteria. All employees are subject to
satisfactory completion of periodic reinvestigation and a continuing
life style in conformity with applicable national and FinCEN
directives. Any unfavorable information developed during an
investigation or other official inquiry may result in termination of
employment in accordance with established security policies and
procedures.

As a Supervisory Human Resources Specialist, you will:

- Develop and supervise staff in the implementation of policies,
guidelines and procedures for a wide array of recruitment
activities;
- Utilize knowledge of classification practices to advise
management officials on proposed organizational structures;
- Provides program direction, guidance and assistance in handling
benefits issues;
- Evaluate current FinCEN HR policies and practices to ensure
consistency in application.

The Human Resources Office is currently transitioning the Human
Resources servicing to a shared services center. The Human
Resources Office will continue to advise customers on Human
Resources matters after this transition, but will no longer do
transactional processes.

### Qualifications

You must meet the following requirements within 30 days of the
closing date of this announcement.

**Specialized experience for the GS-14**: Specialized experience is
defined as one year of experience at or equivalent to the GS-13
level in the federal service, that is directly related to the
position, and which has equipped the candidate with the particular
knowledge, skills, and abilities to successfully perform the duties
of the position. Specialized experience for this position is defined
as:

**Performing HR advisory services in at least four of the following
Human Resources areas: workforce planning, classification and
position management, compensation, staffing/recruitment, benefits,
performance management and/or employee relations. Such experience
must have included designing or leading HR projects or studies,
analyzing detailed problems and issues, and advising senior
management of recommended solutions.**

In addition to the above requirements, you must meet the following
time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

**CONDITIONS OF EMPLOYMENT**:
- A one year supervisory or managerial probationary period may be
required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your
suitability for Federal employment, at the time requested by the
