SUMMARY

Manage all Electrical aspects of an ESPC contract on-site at the Osan Air Force Base in Osan, South Korea. Responsible to lead and manage the Electrical construction project, from beginning to end, with direct responsibility for project execution while leading a team, or teams, to accomplish specific objectives in a given time frame and with available resources. Responsible for the administration, implementation and management of construction projects. Accountable for assigned projects’ scope of work, schedule, quality and budget. In addition, this role is responsible for projects that have the following criteria:

  • Sell price greater than $100M for Turnkey or ECMs.

  • Extensive knowledge in Energy Savings Performance Contracting.

  • Project may exceed 2 years and has high strategic value for the local Trane office and Trane Federal Contracting.

  • Multiple energy savings technologies, vendors and subcontractors will be employed.

  • High degree of customer interface is required

  • Contract may contain penalty clauses and or liquidated damages.

  • Trane will be the Prime Contractor.

  • Project may include general construction systems and technologies, outside of Trane’s core competency.

  • Required to staff and manage project teams during IGA and Construction phases.

    ESSENTIAL FUNCTIONS AND RESPONSIBILITIES include the following. Other functions may be assigned.

  • Coordinate with Stake holders of Buildings affected to assure client satisfaction

  • Work with a team to develop project budgets and estimates based on extensive knowledge of mechanical construction methods.

  • Ensure compliance with internal contracting processes and documents.

  • Meets with subcontractors and project Stake holders to discuss schedule and timing of work affecting each building.

  • Supervise and coordinate subcontractors in determining methods of construction, subcontractor manpower levels, and overall work schedules to ensure the smooth flow of work.

  • Periodically inspect work in progress and completed work to ensure conformance with project drawings and specifications, industry standards and requirements of the Energy Conservation Measures are met.

  • Review job costs, production, safety and quality to ensure projects are progressing to ensure the project costs are maintained within established budgets.

  • Identify any potential safety issues and engage appropriate team members to establish corrective action or plan adjustments to ensure safety risks are mitigated or eliminated.

  • Update project schedules frequently and ensure all tasks remain on schedule to assure timely completion of the project work packages.

  • Identify critical project issues that may impede timely completion of the project. Work within the implementation team to develop and establish appropriate recovery plans if required.

  • Ensure proper communication is occurring between subcontractors, site personnel, and others stakeholders.

  • Assist on-site supervision in resolving implementation issues.

  • Assist in the relationship building with the client.

  • Manage assigned subcontractors work performance on a daily basis. Provide daily and weekly documentation of progress, issues, any corrective adjustments needed to the management team.

  • Manage or assist in any ECM Measurement and Verification tasks as required to ensure project financial objectives are met.

  • Maintains customer satisfaction by investigating concerns, implementing corrective action, and communicating with customers and assigned staff.

  • Establishes professional relationship and communicates with field support staff and customers and their representatives. Interfaces constantly to maintain accurate status reports and project reviews.

  • Obtains acceptance and timely sign-off of the project by the customer.

  • Responsible for the successful transition of warranty to the service process.

  • Flexibility to work outside normal work hours/weekends, as required.

  • Extensive travel required

SUPERVISORY RESPONSIBILITIES

Manages subcontractors and other assigned project resources as required. Perform supervisory responsibilities in accordance with the organization's policies and applicable laws. Assists in interviewing, hiring, and training employees; planning, assigning, and directing work

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Educational Requirements - Bachelor degree in Electrical Engineering, Mechanical Engineering or Construction Management with a minimum of 20 years of experience in the construction industry and ESPC, or an equivalent combination of education and experience.

Experience and knowledge in using Project Management Tools (CPM, PERT, Gantt Charts) is required. Knowledge of Microsoft Office, Primavera Expedition and P3/Suretrak required. Familiarity with financially guaranteed contracts, the operation of energy management systems, HVAC systems, temperature controls, and process control systems is preferred.

Must have a general working knowledge of basic engineering, electricity, mechanical, HVAC systems and the building construction industry.

LANGUAGE SKILLS

Ability to read, analyze, and interpret plans, specifications, contract documents, control drawings, service bulletins, technical procedure manuals, equipment specifications, and governmental regulations. Ability to write reports, business correspondence, and procedure manuals is required. Ability to effectively present information and respond to questions from top management, customers, and service personnel is required.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of geometry and algebra is required. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations is required.

REASONING ABILITY

Ability to define problems, collect data, establishes facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables is required.

CERTIFICATES, LICENSES, REGISTRATIONS

PMP certification is desirable

This position works occasionally in a typical office environment with regular visits to job sites which includes outdoor work and work in mechanical/equipment rooms. During the job site visits, the employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; extreme cold; extreme heat; risk of electrical shock; and vibration. The noise level in the work environment is usually moderate.
