HIRING SALARY: $78,000 - $82,000 (Full range $72k-$108k)

POSITION DESCRIPTION

Johnstown, Colorado, is a town of approximately 18,000 people located 30 minutes north of the Denver Metro area, centrally located along the Northern Front Range of Colorado, along Interstate 25, and CO Hwy 34. Johnstown is consistently one of the fastest growing municipalities in Colorado, with a steady stream of development and ongoing prospects – with varying municipal priorities ranging from maintaining a traditional small-town feel, welcoming appropriate growth, building infrastructure, and managing strong oil and gas interests. As a department, we face interesting challenges in our future - implementation of our new Comprehensive Plan (2021); code and standards rewrite to create flexible and clear development and land use codes; fast-pace of development; and updating and innovating processes and systems. We are seeking a candidate that offers knowledge, expertise, and energy to the Town to fill our Planner III position.

In this high-energy, high-production environment, a candidate must be eager to learn, grow as a professional and a planner, and ready to jump in with both feet. As a member of the Planning team, our Planner III performs a wide variety of municipal planning and project management functions, including land use planning and research, code updates, administration and management associated with the overall development process, mentoring of planners; daily “on-call” planning questions, and ancillary land use and development functions.

Candidates work under the direct supervision of the Director to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

ESSENTIAL JOB FUNCTIONS

The Planner III role will participate in a broad range of community planning and development projects and initiatives and is assigned specific assignments, job duties, scope, authority, responsibility, roles and requirements as determined by the Town, department, division, and pursuant to laws, regulation and practices. Candidates must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties.

  1. Assist in leading project management of development review and approval process from pre-app to permits to acceptance, with a high level of resourcefulness, trustworthiness, and ability to successfully manage multiple high priority and timely items at one time; while assisting and supporting other planners with project management tasks.
  2. Coordinate, review, analyze, and evaluate technical aspects of complex land use and development applications, including, but not limited to: annexation, zoning, subdivision, site plan, uses by special review, variances, and referrals from surrounding jurisdictions.
  3. Prepare concise professional staff reports, supplemental materials, and presentations to internal and external advisory boards, such as Town Council, Planning & Zoning Commission, Board of Adjustment/Appeals, and outside groups with whom the Town collaborates.
  4. Provide guidance and support to other planners related to customer-service duties, including responding to on-call questions, records management, applying the code, and similar.
  5. Interpret and apply applicable codes and regulations, including the Town's comprehensive plan, municipal development codes, guidelines, and standards and specifications.
  6. Read and interpret complex agreements and contracts to ascertain their application to a specific development project and developer obligations.
  7. Assist the Police Department with compliance / enforcement issues on code complaints and new/aging developments to educate and obtain compliance approved plans and town codes and standards.
  8. Evaluate and prepare recommendations for updates to comprehensive plan documents, development code, and other regulations, policies, and departmental procedures.
  9. Research and generate records and reports on local demographics and development activity for administration and outside agencies.
  10. Represent planning department and town at regional or local meetings, events, and conferences.
  11. Attend evening meetings, as needed, with the understanding that some schedule flexibility is required to accommodate these occurrences.
OTHER DUTIES

Depending on organizational need, additional duties may include the following:

Perform research methods and discover sources of information related to urban growth and development, economic development, town demographics, housing, etc.

Perform related duties as established by law/ordinance or reasonably directed by the town.

Assist other town departments, as necessary.

Other duties as assigned.

KNOWLEDGE, SKILLS, ABILITIES:

High level of customer service skills and abilities to handle frequent requests for information, educate the public on basic planning and land use principles, and be resourceful in providing appropriate responses and guidance.

Ability to communicate professionally and effectively with the public, town staff, outside agencies, appointed and elected officials.

Knowledge of urban planning principles and practices; familiarity with applicable federal, state, and local land use regulations; ability to conduct research for planning assignments.

Knowledge and experience with the development review process, how to apply zoning and development codes, and long-range planning principles; regulations associated with zoning processes and land use decisions.

Working familiarity with principles of land development, architecture, engineering, construction and real estate.

Computer skills, including but limited to: general use of Microsoft Office programs, preparing reports, spreadsheets, project management/tracking software, and ArcGIS.

Knowledge of urban design and architectural design principles. Ability to clearly and concisely present findings and recommendations through written and verbal communications.

Ability to work in a busy environment with frequent interruptions and fixed deadlines.

Desire to learn new skills and acquire additional knowledge.


PHYSICAL REQUIREMENTS / JOB ENVIRONMENT:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit; use computer keyboard and a mouse; reach with hands and arms; and communicate effectively and efficiently with customers and staff in person, on the phone, and via e-correspondence. The employee may be required to stand; walk; climb or balance; and stoop, kneel, crouch, or crawl. The employee will regularly perform field surveys and inspections on active construction sites and across uneven terrain. The employee must occasionally lift and/or move up to 25 pounds. Chosen position candidate must submit to a basic job-readiness physical exam and/or drug test, per current Town policies.

Work environment may consist of a normal office environment with moderate levels of noise. Contact with the public, coworkers, managers, supervisors and others where explanatory or interpretive information is exchanged, gathered, or presented is a daily requirement. Will be required to drive a vehicle to perform field inspections or attend meetings. Valid driver’s license and clean driving record required.


QUALIFICATION REQUIREMENTS:

Bachelor's or Master’s degree in urban/regional planning or closely related field required (exceptional professional experience may substitute);

Three (3) years of experience in municipal entity or consultant performing land use/site planning in performance of similar duties and responsibilities;

Face-to-face customer service experience, in any industry, a plus;

Development Project review experience

Must have a current Colorado Driver's License or the ability to obtain one upon hire, and a satisfactory driving record.
