Scope of Work:

The Assistant Construction Project Specialist shall be on-site at the facility during hours available for project execution. The Assistant Construction Project Specialist reports to the Construction Project Specialist and is the person directly responsible for the development, research, tracking, progress reports, meetings, documentation, and execution of all delegated projects at FASTC.


  • Conducts an in-depth review and analysis of every aspect of construction contract documentation including but not limited to: change orders, final records, as-built construction plans, prime contractor performance reports, subcontractor documentation, training and apprenticeship programs, federal wage and certified payrolls, environmental certifications, and DBE usage from various construction offices in support of the Construction Specialist.
  • Researches and verifies engineering calculations.
  • Draft letters and memos for signature from the Construction Specialist.
  • Evaluates, processes, tracks, and monitors all contract-related documentation to ensure compliance with contract specifications and meet federal requirements.
  • Monitors the preparation of progress and final estimates.
  • Reviews and updates the project status report.
  • Instructs construction office personnel on the preparation of final records, including as-built plans and ensures contractor payrolls are in compliance with labor laws and the contract.
  • Prepares summary reports of findings. Prepares Contract Execution Letters, reviews Project Data Sheets, Emergency Contracts, and other documents for accuracy.
  • Approves the destruction of temporary final records after reviewing the project for claims.
  • Coordinates meetings and workshops per the Construction Specialist request.
  • Perform other duties as assigned.

Minimum Requirements:

  • Must be vaccinated in accordance with all Executive Orders, Government mandates or requirements, contractual requirements and company policy.
  • Possess at least five (5) years of recent experience developing, designing, executing, managing, and tracking projects. The skills and experience needed are:
    1. Project Management
    2. Project Design
    3. Construction Management
    4. Customer service
    5. Quality Control Management
  • Construction project management experience
  • Must have strong skills in software programs like Excel, Word, Access, Power Point, etc.
  • Must have knowledge of worksite safety, occupational hazards and standard safety practices.
  • Duties will require frequent periods of sitting, standing, kneeling, walking, crouching, crawling, reaching, and balancing. Physically fit to bend, stoop, and lift in awkward positions and able to lift up to 60 lbs.
  • Ability to work in a fast-paced environment handling multiple tasks in a given time and rapidly adapting to changing priorities and schedules under pressure of deadlines while maintaining acceptable performance standards.
  • Must be able to perform on-call duties when scheduled and report to work within one hour of notification.
  • Must be able to work alternate shift schedules when necessary to meet the mission requirements of the customer, to include weekends and holidays.
  • Must have and maintain a valid driver’s license to operate a company vehicle.
  • Must have a safe driving record, as defined by Company policy, to operate a company vehicle.
  • Must be able to successfully complete a drug/alcohol test, criminal record check, and motor vehicle check.
  • Ability to obtain and maintain a secret clearance.
