Threat Tec, LLC, a Veteran-Owned Small Business, has an immediate opening for a SQL DBA/Server SA to support Threat Tec's contract efforts for the Operational Environment and Core (OE Core) Functions at the United States Army's Training and Doctrine Command (TRADOC), Deputy Chief of Staff for Intelligence (G-2) at Ft. Eustis, VA. The Operational Environment (OE) is a composite of the conditions, circumstances, and influences that affect the employment of military forces and bear on the decisions of the unit commander. As an organic, complex system, the OE provides the common framework in which warfighting programs and strategies are conceived, defined, and executed.

The TRADOC G-2's mission is to understand, visualize, describe, deliver & assess the OE to reduce risk and prevent surprise; today and into the future 2035+. TRADOC G-2 is the designated Lead for Core Function #13 Operational Environment; the process of developing, verifying, validating, accrediting, and providing OE products and services represents an authoritative, validated OE contextual baseline for TRADOC users and operational forces in the areas of training and training development; education; leader development; concept and doctrine development; and capabilities development, integration, and evaluation.

Primary Duties & Responsibilities:

  • Manage and act as full right administrator which includes assessing capabilities, developing sites, and sustaining an enterprise-level web portal environment for the TRADOC G-2 OEE worldwide.


  • Provide requirements management and configuration control for the OEE Portal. For example; requirement collection, process documentation creation, change packet creation, draft governance documents, configuration control board, and administration of an OEE Knowledge Management Working Group.
  • Provide architecture development and analysis for the OEE. For example: update architecture documentation (DoDAF), conduct architecture-based analysis of enterprise capabilities, recommend solutions to OEE information/data exchange issues, administration of an OEE Architecture Working Group, and ensure compliance with the Army Common Operating Environment (COE) requirements.
  • Provide project management service for OEE Portal development and sustainment. For example, develop project plans for government review that capture requirements, risks, work breakdown and assignment, and schedule
  • Provide portal management for the OEE Portal Farm Environment. For example: maintain user permission rights and levels, process all admin requests for access to the portal sites, create, develop and manage technical web portal environments (SharePoint base), coordinate web projects with all G2 Knowledge Management Representatives and DoD/Army personnel outside TRADOC leveraging the OEE portal, and maintain a consistent look and feel throughout all web properties (both intranet and extranet).
  • Provide infrastructure management for the OEE Portal including technical sustainment of the hardware and software required to maintain the OEE Portal in a fully operational state. Currently, this consists of approximately 12 servers configured in a virtual machine environment or federally approved cloud. Software includes, but is not limited to: SharePoint, SQL, MS Server, VM Ware and Commvault.


  • Provide content repository management for the OEE Portal. For example: establish QC of OEE content, document OEE best practices, manage OEE Ontology tools for data discovery, enable data discovery and exchange with other internal and external repositories, and data source registration.
  • Provide metric/measures and dashboard management for the OEE. For example: maintain Strategic Management System (SMS) entries for the OEE, document OEE SMS best practices, conduct SMS training, integrate data collection and OEE Portal visualization of SMS outputs, and develop appropriate measures for OEE effectiveness.
  • Create, develop and manage content for G-2's web presence (requires working with content management software).
  • Design, develop, implement, and sustain specific administrative tools to facilitate administrative tasks and government reporting to higher HQ. Recommend which portal to host the tools and use out of the box SharePoint capabilities as required.
  • Coordinate web projects across G-2 and DoD/Army personnel outside TRADOC leveraging the G-2 portal.


  • Edit and proofread all web content and coordinate with TRADOC G2 leadership to ensure new content is approved and vetted before entry into the appropriate portal. Web content hosted in portals includes more than 1,000 documents/articles. Approximately 100 documents/articles are created annually.
  • Maintain the TRADOC G2 design standards and ensure a common look and feel across the G2 enterprise in all portals.
  • Support TRADOC G2 IT and KM governance. Specifically provide ITIL functions of Change, Configuration, and Release Management, and a Configuration Management Database (CMDB). Assist TRADOC G2 CIM to develop TRADOC G2 enterprise governance policies and processes.
  • Implement a TRADOC G2 Service Desk that provides Tier 1 support and can coordinate Tier 2 and Tier 3 support as required. Service Desk should provide Incident and Problem Management capabilities during normal duty hours.


Required Qualifications:

  • Must have 4 years' experience managing and acting as full right administrator which includes assessing capabilities, developing sites, and sustaining an enterprise-level web portal environment.
  • Must be familiar with DoD networks and systems.


Clearance: Top-Secret with SCI eligibility clearance is required.

Location: Primary work location for the Information management team is Fort Eustis, VA; some members of the team will be located full-time at Fort Leavenworth, KS.

Travel: Limited (less than 5%) travel is required.
