Market Research Program Manager

The Market Research Program Manager is responsible for overseeing daily activities and assists with projects that support the Rural Export Center (REC). Secondly, The Market Research Program Manager shall work to promote the services of the agency to specialists, councils, and other stakeholders, so that rural companies from throughout the United States are aware of the services and enlist the Rural Export Center (REC) for assistance.

Job Description

 Supervise Full Time and Part-Time staff (all staff) including regular one-on-one discussions on objectives, tasks, accomplishments, as well as any issues or questions.

 Meet weekly with the key government leader regarding program-wide discussion items.

 Oversee and assist with the completion of research reports that Market Research Program Analysts and Assistants develop, to ensure high quality and timely delivery of reports according to the schedule established with clients.

 Manage the training center to ensure high-quality training seminars and webinars are available to clients, with planning and scheduling closely coordinated with specialists around the United States.

 Create monthly, quarterly, and annual reports that outlines metrics, outcomes and results to the relevant stakeholders.

 Promote the services of the agency center so that there is a steady stream of research project requests.

 Create, oversee and assist with the status, quality, and thoroughness of proposals and reports being completed using project management techniques, high-quality research tools (including those in the Common Data Platform); process will include extensive written documentation as to the dates and specific research requests the client stated, conference call (coaching) notes, research updates from colleagues around the world, matrix findings, and final report notes.

 Lead client communications to ensure professional, customer centric and timely interaction.

 Ensure clients are logged in CRM i.e., “Salesforce”.

 Co-deliver research results to clients at critical points along each project’s process, ensuring that findings are clear, actionable, and in synch with agency programs, events, and services.

 Evaluate and recommend additional data tools that may be useful to the research process.

 Regularly promote and coordinate training classes so that high-quality training seminars and webinars are available to clients, with planning and scheduling closely coordinated with specialists from around the United States.

 Develop additional training content.

 Regular follow-up with research and training clients to capture impact and export success stories, to incorporate continuous improvement.  Manage all government-furnished equipment (GFE).

 Monitor attendance of the staff and their timesheets in TSheets time tracking.

 Manage part-time assistants’ time versus schedule/plan and report the burn rate of actual versus plan.

 Liaise between Thomas & Reed (T&R) and the government communicating all issues, proposed work statement revisions, and employee-related issues.

 Will be accountable for meeting all work statement metrics, deliverables, and submittal of a weekly activity report.

 Responsible for all performance tracking and reporting which includes maintaining the KPI list and work-in-process document.

 Analyze the time spent on each phase of the clients’ research and work with the Team to find areas for improvement.

Qualifications

 Excellent management experience including completing research and supervising staff.

 Project management experience.

 Excellent verbal, public and written communication skills.

 Skilled at receiving and delivering constructive feedback.

 Should have excellent analytical and written communication skills and be proficient in advanced Microsoft tools Excel, Word, and PowerPoint.

 Proven track record of building a successful program through effective communication of value proposition that yields action (i.e., prompting others to take action).

 Self-starter who can work independently and adhere to contract deliverables.

 Master’s degree preferred, the minimum requirement is a Bachelor’s degree (typically in business or economics) and/or a minimum of 1 year of related experience.

 Federal, State or other Government contracting experience is preferred.

 Preferably have private sector experience, including private sector exporting experience.

 Experience leading seminars geared toward business owners, with a proven track record of high-quality oral communication and adult instructional methods.

 Comfortable operating in rural environments working with a rural client base.

 Experience working with students and interns.

 Must be a U.S. citizen.
