HUMAN RESOURCES GENERALIST (INTERNAL AND EXTERNAL APPLICANTS)

This position is assigned as the dedicated Human Resources lead for one of the two internal MDC Business Units (Business Services and Field Operations), or as the Human Resources lead for Human Resources Administration, and will act as subject matter specialist in a Human Resources function. Reports to the head of the Human Resources Department and assists in coordinating District-wide Human Resources programs and tasks.
DUTIES
Answers routine questions from employees and applicants about employment procedures and policies, benefits, and other Human Resources-related topics.
Performs routine screening functions, such as posting jobs internally and externally, and screening job applicants.
Works with the Human Resources staff to process new employee payroll set-up and inputs and maintains Human Resource records.
Coordinates training programs for District employees.
Conducts new employee orientation.
Processes retirement documents.
Processes and documents employee benefit changes.
Conducts exit interviews for terminating employees.
Serves as a back-up for the Human Resources Administrative Assistant.
Assists with annual compliance reporting.
Communicates with department heads, employees, and carriers to ensure compliance with Worker's Compensation, FMLA, short-term disability, long-term disability, retirement benefits, health insurance benefits, and any other employee benefit.
Maintains FMLA, sick time, personal time, and other files for both active and inactive employees.
Maintains open communication with the retirement plan administrators and other benefit administrators to ensure employees are informed regarding retirement contributions, matches, and other benefits.
Reviews Employee/Personnel Manual to ensure that policies meet specified needs and are in compliance.
Performs other duties of a similar or related level and assists with special projects as necessary or assigned.
QUALIFICATIONS
Bachelor's Degree in Human Resources, Public Administration, Industrial Relations, or a closely related field; supplemented by a minimum of five (5) years previous experience and/or training that includes personnel administration in a union or corporate environment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Must have a valid driver's license.
