Job Description

HJF is seeking a Hazardous Waste Management Technician to support the Environmental Health and Safety Department located at the Uniformed Services University of Health Sciences (USU) in Bethesda, Maryland. HJF provides scientific, technical and programmatic support services to USU. 

Incumbent provides hazardous waste management and compliance services to Environmental Health and Occupational Safety Department and USU under the direction of the Assistant Vice President of Environmental Health and Occupational Safety, Office of the Vice President for Finance and Administration. Serves as the hazardous waste management specialist for the university 90 day central accumulation area in support of for all USU work centers and personnel to maintain compliance with regulatory requirements.


  1. Executes hazardous waste management plan; determines appropriate storage methods, coordinates with certified disposal company to properly package and ship hazardous waste. 
  2. Perform and manage hazardous waste activities to include anticipating, recognizing, evaluating, and controlling exposure(s) to chemical and physical hazards.
  3. Performs inspections of satellite accumulation areas to identify and evaluate conditions which may be hazardous to workers’ health.  Recommend measures to eliminate or control identified hazards.
  4. Prepares and submits local, state, and federally required reports regarding university hazardous waste activities.
  5. Write and review standard operating procedures and required program documents for hazardous waste management as necessary.
  6. Provides on the spot corrective actions and training as necessary and complete customer support to include assistance with satellite accumulation areas, spill management and other hazardous waste management requirements. 
  7. Provide training for USU employees and visitors as required by the hazardous waste management plan. 
  8. Receive, store, and ship hazardous waste/material in accordance with policies, procedures, and safety regulations.
  9. Assist with industrial hygiene operations as required.
  10. Perform other duties as assigned by the Assistant Vice President of Environmental Health and Occupational Safety


Required Knowledge, Skills and Abilities: Competent skills with all Microsoft Office 2010 and Google suite programs. Effectively communicate in written and oral presentation. Possess strong verbal, written, and interpersonal communication skills. Ability to work in a Joint Service environment which includes enlisted, officers, contract and civilian personnel. Proficiency and skill in the hazardous waste operations applicable to university laboratory setting.  Ability to obtain local, state and federal certifications as determined necessary for proper execution of the hazardous waste management program.

Minimum Education: An associates or higher level degree in waste management, industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, environmental management, or other related science degree. Must have current Resource Conservation and Recovery Act, U.S. Department of Transportation, and Occupational Safety and Health Administration training requirements prior to assuming hazardous waste management duties and/or before handling of hazardous materials

Minimum Experience/ Training Requirements: Four or more years of relevant experience involving the management and daily operations of a hazardous waste program. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as chemical compatibilities and hazard controls. Prior experience working in research environment is desirable.

Required Licenses, Certification or Registration: Ability to obtain local, state and federal certifications as determined necessary for proper execution of the University’s Hazardous Waste management program.

Physical Capabilities: Ability to wear appropriate personal protective equipment, lift up to 35 pounds, and to operate surveillance/monitoring equipment when conducting work-site hazard evaluations.

Work Environment: Primarily office, but with recurring requirement to conduct work-site evaluations which are typically laboratory areas. Must respond to emergency situations.

Background/Security:  Eligibility to obtain a Common Access Card (CAC); eligibility to obtain and hold a Public Trust background.
