GENERAL DESCRIPTION:
PROGRAM SPECIALIST I:

Performs routine (journey-level) consultative services and technical assistance work. Work involves planning, developing and implementing detailed and specialized data/business process analysis projects pertaining to state government expenditures, procurement and contracting issues. Conducts analysis and develops presentation of results for SPD projects, data requests and reports. May train others. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. 


PROGRAM SPECIALIST II:
Performs moderately complex (journey-level) consultative services and technical assistance work. Work involves planning, developing and implementing detailed and specialized data/business process analysis projects pertaining to state government expenditures, procurement and contracting issues. Conducts analysis and develops presentation of results for SPD projects, data requests and reports. May train others. Works under general supervision, with limited latitude for the use of initiative and independent judgment.


PROGRAM SPECIALIST III:
Performs complex (journey-level) consultative services and technical assistance work. Work involves planning, developing and implementing detailed and specialized data/business process analysis projects pertaining to state government expenditures, procurement and contracting issues. Conducts analysis and develops presentation of results for SPD projects, data requests and reports. May train others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.


WORK HOURS:
8 a.m. to 5 p.m., 40 hour work week, Monday through Friday. May occasionally work evenings, weekends or holiday.  Hours may change based on business needs.


ESSENTIAL DUTIES AND RESPONSIBILITIES:
Captures, evaluates and analyzes expenditures in statewide accounting systems and statewide procurement division systems. Translates complex data and information into relevant and valuable content for contract development, SPD contract management, and other related SPD functions such as billing and collections.  Performs price analysis and recalculates pricing for state contracts using relevant indices. Estimates and reports on expected time of completion of work, maintains records of work accomplished, time expended and prepares reports. Prepares and reviews responsive data for public information requests.


Plans, coordinates, conducts and administers data analysis and research. Develops plans, policies and procedures for data analysis and research projects focusing on statewide purchasing and contracting. Designs studies and methodologies. Oversees the methods of analysis and the presentation of results. Reviews and organizes data collection and applies statistical methods. May lead small teams on data analysis projects.


Prepares and presents reports for publication. Reviews data, legislation, regulations, and policies to determine impact. Evaluates findings and makes any recommendations relative to specific projects. Monitors consultant contracts. Drafts and reviews legislation, as requested by management. Drafts fiscal notes and determines administrative costs for pending legislation, as requested by management. Monitors legislative hearings of interest as appropriate.


Prepares and provides work status briefing to management. Works with other federal, state, and local agencies, legislators and/or constituents.


Performs other duties as assigned.



EDUCATION:
Graduation from an accredited college or university with a Bachelor's degree.


PREFERRED EDUCATION:
Graduation from an accredited college or university with a Bachelor's or Master's degree in Business Administration, Public Administration, Government, Economics, Statistics, Finance, Research Methodology, Information Systems or Social Science.


EXPERIENCE:
PROGRAM SPECIALIST I:
One year of work experience and/or an internship with data analysis, research and planning, and/or policy development.


PROGRAM SPECIALIST II:
Two years of work experience and/or an internship with data analysis, research and planning, and/or policy development.


PROGRAM SPECIALIST III:
Three years of work experience and/or an internship with data analysis, research and planning, and/or policy development.


PREFERRED EXPERIENCE:
 Experience with state procurement and working in a Texas state agency.
 Experience conducting complex data analysis using software programs such as Excel, R, Tableau, Access, SQL, Spark & Hadoop, JavaScript, SAS, or SPSS
 Experience using state financial systems such as USAS and/or CAPPS or state procurement systems such as NetSuite.
 Experience researching, analyzing and writing of reports or Web content related to state and/or local government data, financial data.
