Fiscal Management/Statewide Fiscal Services


GENERAL DESCRIPTION:
Performs highly advanced (senior-level) consultative and computer systems analysis work in the configuration, deployment, and on-going support of State of Texas agencies using  the Centralized Accounting and Payroll/Personnel System (CAPPS) and other related applications. Work involves collaboration with other divisions within Comptroller's Office and other state agencies. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.


WORK HOURS:
8 a.m. to 5 p.m., 40 hour work week, Monday through Friday. May occasionally work evenings, weekends or holiday.  Hours may change based on business needs.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

CAPPS HR/Payroll Deployment and Production Support:  Primarily provides deployment functional support for the CAPPS HR/Payroll modules and customer-facing responsibilities in support of the CAPPS deployment efforts for Central and Hub agencies.  Provides production support as needed to the CAPPS Help Desk Production Support team. Deployment and Production duties include, but are not limited to:


 Performs configuration and prototyping based on direct interaction with designated agency personnel and in accordance with best practices.
 Analyzes fits/gaps and determines impact to business processes.
 Identifies problems and proposes innovative solutions.
 Develops reporting and system requirements.
 Develops functional design documents for required system enhancements.
 Validates system tests results.
 Provides system expertise and functional support throughout the application development and application change processes, including duties associated with integration between CAPPS HR/Payroll and other CPA legacy systems, as

  needed.
 Provides training assistance and User Acceptance Testing support for designated agency personnel.
 Coordinates and performs functional deployment "go live" cutover activities in concert with technical resources.
 Provides on-site support as assigned.
 Maintains concise and accurate documentation.
 Communicates complex concepts both verbally and in writing.


Provides CAPPS HR/Payroll deployment support primarily for the Time and Labor module and performs all duties associated with HR/Payroll/SPRS/USPS integration. All module deployment efforts are expected to account for the system interdependencies with other modules, impact to the production instance of CAPPS, legacy systems, reporting needs, and overall data integrity.
Project Management and System Support: Provides all functional and customer-facing responsibilities in support of the CAPPS deployment efforts for Central agencies in accordance with established prototyping methodologies. Duties include, but are not limited to:


 Evaluates business needs, analyzes processes and creates business cases for changes and process improvements.
 Performs scoping followed by configuration and prototyping based on direct interaction with designated agency personnel and in accordance with best practices.
 Writes, runs and verifies results of test scripts to test functionality of completed code changes to ensure goals have been met according to functional design documents (FDDs).
 Assists with system upgrades, releases and disaster recovery activities.
 Participates in conversion activities.
 Performs all duties within approved project scope and on schedule according to project milestones, deliverables and due dates.
 Maintains all associated documentation.


Performs other related duties as assigned.

EDUCATION:
Graduation from an accredited college or university with a Bachelor's degree.


PREFERRED EDUCATION:
Graduation from an accredited college or university with a Bachelor's degree in Business, Public Administration, Communications, Computer Science, Computer Information Systems, or Management Information Systems.

EXPERIENCE:
Six (6) years of experience with process or systems analysis work in any large-scale ERP system that has integrated multiple business units (multi-tenancy) across human capital and all associated modules.
-OR-
Two (2) years of experience working with the PeopleSoft Version 9.2 Time and Labor module.
-OR-
Two (2) years of experience working with the Centralized Accounting and Payroll/Personnel System (CAPPS) Time and Labor module.

PREFERRED EXPERIENCE:
 Experience working with PeopleSoft version 9.2 or higher on any one or combination of the following: human resources, time and labor, position management, payroll, performance management, learning management, talent acquisition

  management, and employee/manager self-service systems.
 Experience in developing requirements, analyzing, designing, developing, testing and implementing components of one or more of the Comptroller's statewide financial systems (Centralized Accounting and Payroll/Personnel System,

  Human Resource Information System, Standardized Payroll/Personnel Reporting System, Uniform Statewide Payroll/Personnel System, Texas Identification Number System, State Property ...
