Public Defender Division Seeking Attorneys

Coastal Bend - Central Texas - Rio Grande Valley

 

Texas RioGrande Legal Aid (TRLA) seeks public defender attorneys with demonstrated commitment to rural, indigent defense and exceptional advocacy skills to serve in southwest Texas.

We serve 14 rural Texas counties, all south of San Antonio. Currently, we have four public defender offices in Beeville, Rio Grande City, Hallettsville, and Harlingen. We are opening a fifth office to serve Atascosa, Karnes, Frio and Wilson Counties. Our offices are located near various natural and cultural attractions. They are also within reasonable driving distances from metro areas with international airports.

For over a decade, TRLA indigent defense services has provided clients with complete, vertical representation from intake to resolution. Except for cases involving a conflict of interest or the death penalty, TRLA represents persons charged with crimes from initial arrest to final appeal. We deliver holistic services, both civil and criminal, including advice on the immigration consequences of a criminal conviction and trauma-informed, mental health advocacy.

With caseload controls, staff investigators, and a litigation budget, our program is deeply committed to zealous, high-quality representation in rural South Texas. Attorney benefits include law school loan repayment assistance, paid vacation, healthcare insurance, retirement plan, and training & travel stipends. Our defenders train with the Texas Criminal Defense Lawyers Association, Gideon’s Promise, the National Association for Public Defense and other defender-minded associations.

Primary Responsibilities:

  • Serve as counsel of record in felony, misdemeanor, and juvenile cases; and
  • Manage cases from intake to final resolution, including pretrial, trial, appeals, and additional motion practice, as it arises.

Qualifications:

  • Licensed to practice law in Texas or willing to take the next available Texas bar exam;
  • One year of criminal litigation experience or comparable academic or clinical experience in criminal law;
  • Courtroom experience, including contested hearings and trials;
  • Appellate or legal writing experience related to contested matters at the trial level;
  • Proficiency in Office365 and legal research software; and

· Professional fluency in Spanish (highly preferred).

Preferred applicants will demonstrate an interest in providing justice to those who need it most; have worked or interned in a public defender office; have strong academic credentials; and want to live and work in communities where our clients have the greatest needs. TRLA is also looking for attorneys that aspire to become leaders both within our division and in the larger public defender community.

TRLA provides free civil legal services to residents in 68 Southwest Texas counties, and represents migrant and seasonal farm workers throughout the state and in six other southern states. However, more than 2.6 million residents of Southwest Texas are considered eligible for TRLA services, a ratio of almost 21,000 potential clients per legal aid lawyer. As a result, thousands of low-income Texans still lack access to civil legal representation.

TRLA attorneys specialize in more than 45 practice areas, including family, employment, foreclosure, bankruptcy, subsidized housing, farmworker, civil rights, and environmental law. TRLA serves its clientele through its Mercedes headquarters and branch offices throughout Southwest Texas. Its Southern Migrant Legal Services (SMLS) office in Nashville, Tenn., serves migrant farm workers in that state and five others: Kentucky, Alabama, Mississippi, Louisiana, and Arkansas.

TRLA is funded principally by Legal Services Corporation, the federal agency that provides financial resources to legal aid organizations throughout the nation, and by Texas Access to Justice Foundation (TAJF), which was created by the Texas Supreme Court in 1984. TRLA receives smaller grants from a variety of federal, state and local agencies, foundations, and corporations. In addition, the Texas Task Force on Indigent Defense funds TRLA's growing public defender program.

TRLA has developed other special programs that serve specific client populations: Legal Aid for Survivors of Sexual Assault (LASSA), funded by TAJF; the Texas Foster Youth Project, and Texas C-Bar, which provides legal services to small businesses and nonprofits.
