Job Description


The Operations Manager, under supervision of the Director of Operations, will ensure all city and transfer contracts are correctly administered. The Operations Manager also assists in the development of the local market area and interacts regularly with all Directors, Area Market Managers, service managers, drivers and customers. The Manager will also report all issues and concerns requiring attention to the Director of Operations and/or to the System Managers over Roll-Off, Residential and FL/SL Container Delivery.


  1. Responsible for hiring (in a collaborative process with HR and Safety), driver training and residential, transport deliveries, transfer station and collection operations out of the above facility. Does not have autonomous personnel authority, but collaboratively participates with senior management and HR in the firing and hiring of subordinates at the facility.
  2. Ensures all scheduled drivers in all systems complete each day’s work.
  3. Supervises all hauling company drivers and conducts inspections on all company vehicles.
  4. Coordinates with the central dispatch office and oversees all delivery drivers.
  5. Coordinates between all departments including Safety, Maintenance, central dispatch, and system managers to ensure the highest quality of service possible is being provided in a safe manner.
  6. Maintains all key performance indicators for the facility, as applicable.
  7. Maintains a level of employment in accordance with workload in order to ensure quality service and safe productivity.
  8. Ensures that the daily workload is completed in accordance with TDS policies and standards.
  9. Evaluates equipment quality and availability on a daily basis by communicating with the Maintenance Department.
  10. Regularly reviews route data and interact with drivers to ensure that TDS standards and policies are upheld.
  11. Conducts route observations and driver ride-alongs.
  12. Regularly interacts with all drivers and helpers (including monitoring by video, as applicable) to ensure they are properly coached and guided, as well as reviewed. Strives to ensure subordinate employees receive a performance evaluation at least annually.
  13. Monitors and controls driver hours in order to limit labor expenditures and maintain TXDOT compliance.
  14. Reviews all company fleet routing reports for accuracy.
  15. Reviews and/or investigate all accidents, and then collaborates with applicable senior management, if and as necessary.
  16. Attends all Safety meetings.
  17. Regularly inspects company vehicles.
  18. Other duties as assigned.


  • At least 5 years of previous experience
  • Working knowledge of all systems involved in solid waste management and disposal;
  • Basic proficiency in use of internet;
  • Ability to become proficient in all TDS computer systems, including our fleet routing software;
  • Proficiency with Microsoft Office – i.e. Excel, Word.


  • Solid waste back ground with facility management experience.


  • Class C driver’s license;
  • Record of safe driving record for the past five years, as shown on a current Motor Vehicle Record (MVR), with no serious accidents or traffic violations;
  • Class B MSW License or the ability to obtain one within three months of employment.
