Program Manager

TDI is seeking a Program Manager to join our team with technical expertise for a Department of Defense (DoD) client that supports the Risk Management Framework (RMF) package development of Ashore and Afloat systems. This position will be based in Philadelphia, PA and requires an active Secret clearance.
RESPONSIBILITIES:
- Manages program operations for complex, mission critical, and strategic programs.
- Interfaces with the Government on all matters pertaining to the program and contract requirements including the quality of and conformance to requirements and methodologies.
- Leads, coordinates, communicates, integrates, and is accountable for the overall success of the program, ensuring alignment with agency or enterprise priorities.
- Specifically charged with the responsibility of interfacing with the Government on all matters pertaining to this the program including quality delivery, customer satisfaction, and supervision and guidance for the TDI program team.
- Provides project progress visibility to assure on-time completion of contract requirements. Prepares regular status reports and distributing internally and externally as needed.
- Manages day-to-day operational aspects of a project, scope, work plans, schedules, and delivery; revises as needed. Monitors scope creep, maintains backlogs, and, if needed, re-scopes project with customer and company approval.
- Achieves revenue, organic growth, and gross margin goals. Maintains project financials, escalates significant changes to management, ensures timely and compliant timekeeping.
- Identifies new growth opportunities and communicates them to Management and BD. Supports proposal and information requests. Develops and submits project past performance and case studies.
- Manages and monitors subcontracts and subcontractor staff.
- Works with TDI Corporate teams including HR, Recruiting, Contracts, and Finance.
- Understands the client’s key issues and formulates our solution strategy to meet their needs. Stays ahead of the client’s needs. Anticipates required services and solutions.
- Obtains highly rated CPARs; manages responses. Meet or exceeds customer satisfaction goals.
- Supports achievement of TDI diversity, equity, and inclusion initiatives.
- Staffs, supervises, mentors, and evaluates performance of project personnel. Develops and trains project personnel. Completes quarterly performance reviews and merit increase recommendations. Holds regular status meetings with project team. Achieves employee retention goal.
- Reviews deliverables prepared by team before presenting to client; ensures internal peer reviews and arranges corporate quality reviews. Performs project audits to ensure adherence to TDI Operational processes.
- Supports ongoing implementation and adherence to policies and standards
QUALIFICATIONS:
- Bachelor's degree in Engineering or Business from an accredited college or university with ten (10) or more years of experience in the operation, maintenance and testing of US Navy machinery control systems.
- Five (5) years of experience as a Program Manager, to include contract and sub-contract management, budgeting, scheduling, planning, estimating, and progress.
- Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
- Active Secret clearance
- Program Management experience to include program strategy, project delegation, project implementation, technology assessments, systems design, systems analysis, programmatic support, acquisition planning, and budget planning.
- Experience briefing upper management and/or upper echelons of military chains of command.
