TSC's Innovation and Rapid Development Division is actively recruiting an experienced Director of Operational Development (DOD) for a leadership role providing scalable innovative unmanned ISR capabilities and services for on-going US Government and international programs. The DOD shall serve a key role within the Division to mature existing capabilities and further bolster innovative processes, workflow, quality, planning, and execution for all related personnel and Program activities. The DOD will work closely with the Division Director in support of the Chief of Operations, Director of Systems Engineering, Aviation Director of Operations, and Chief of Logistics. The ideal candidate must possess the demonstrated ability and initiative to grow and scale operational excellence through leadership, mentorship, enhancing workflow, solving problems, and solving complex problems in a dynamic environment. The primary work location for this position is intended to be filled in a variety of locations; travel % would be dependent upon location. A full or partial remote telework schedule may be considered; travel for telework assignment will be required (up to 40%).

Job Description:

The successful candidate will be a primary Leadership and Management focal point to assist the Division in satisfying its portfolio of projects spanning across functional teams. Shall also serve as a primary focal point to the Division Director for future planning, scalable workflows, and preparedness for additional throughput requirements. Works to develop and mature risk management strategies which enable increased opportunity for additional growth. This role is pivotal to supporting the entire team’s ability to grow the scope of Services with a variety of Industry Partners for globally oriented deliverables in a high stake’s environment.

The Key Responsibilities of this position include, but are not limited to the following:

  • Ensures the Division Director’s vision and business plans are translated into scalable high performing teams
  • Effectively serves as a Chief of Staff for Program activities within the Division
  • Drives the entire team to maintain elite standards for all delivered Services and Technologies
  • Works closely with the Division Director to develop new business plan proposals and investment strategies
  • Leads a variety of initial business expansion efforts until mature infrastructure and resources are established
  • Provides augmentation for a variety of Program Management functions and activities
  • Leads by cohesively working with all functional areas within the division for improved workflows
  • Supports the development of all Program forecasted budgets and helps manage subsequent execution
  • Shapes the organization and segmentation of large projects into clear sub parts
  • Works under minimal supervision; proactively develops new material deliverables for Division Dir/PM review
  • Ability to work in an autonomous and/or deployed settings
  • Mentors all functional leads and subordinate teams
  • Principal stakeholder for Strategic engagements
  • Other miscellaneous tasks as assigned by the Program Manger or Division Chief

Required Skills:

  • Sell and deliver; not one or the other
  • Interpersonal skills to communicate internal/external, spans tactical to strategic subject matter
  • Small and Large Business experience in the US Defense Industry
  • Demonstrated ability to develop and foster trust through long lasting relationships
  • Highly proficient in the use of common business software applications (MS Office Suite)
  • Keen attention to detail and ability to track deliverable timelines and project completion
  • Strong oral and written communication skills
  • Must be able to work in a team environment
  • Must be willing to make decisions and exercise independent judgment

Minimum Qualifications:

  • Bachelor’s degree or equivalent experience in the US Defense ecosystem
  • 5+ years cumulative experience as a Program Manager, Director, or higher-level capacity (combined)
  • Demonstrated management of small to large teams in a cross-functional and distributed business operation
  • Ability to groom and mentor a replacement within a prescribed timeline
  • Ability to plan, prioritize, schedule, and organize completion of multiple tasks simultaneously according to importance of projects or tasks assigned
  • Ability to understand and apply company practices, policies, and procedures to conduct assigned tasks
  • Ability to interact and communicate effectively, tactfully, and respectfully
  • Ability to obtain and maintain a SECRET level clearance


Preferred Qualifications:

  • Prior P&L decision authority and experience within private industry exceeding $50M annual budgets
  • Demonstrated experience in a business with growth or capture management of >50% YoY for 3 yrs
  • Technical and tactical expertise in Aviation directly in support of SOF
  • 5+ years cumulative experience as a Program Manager, Director, or higher-level capacity (combined)
  • Principal leadership for ISR Services (Government or Industry); preferably RPA related in the Defense Industry
  • Master’s Degree in Aviation, Aeronautics, or related Engineering or supporting discipline
  • Experience leading Initial Cadre Teams for Rapid Development and Technology transfer
  • Experience in Site Selection, Advanced Liaison, and Initial Operations Set Up
  • Experience using Costpoint and Microsoft Office Suite
  • Knowledge of DCAA Compliant Timekeeping Standards
