Safety Manager will manage and oversee the implementation of the Prime Contractors Safety Program. The Safety Manager shall:
i. Meet the requirements of this specification to serve as the prime contractor’s full-time assigned Safety Manager.
ii. Manage the safety oversight team that includes a minimum of one person at each project site to function as the SHO (L1, L2, or L3) at all times when work is being performed.
iii. Implement and administer the prime contractor's safety program and government-accepted APP.
iv. Ensure the requirement of EM 385-1-1, USACE Safety and Health Requirements Manual are met for work performed under this contract.
v. Ensure the requirements of 29 CFR 1926.16 are met for each project.
vi. Determine additional levels of onsite SHO with the names submitted for review and acceptance by the GDA as Appendix B to the APP.
vii. Appoint additional SHOs (L1, L2, or L3) for projects with multiple shifts as required to ensure a Safety and Health Officer is at a project at all times work activities are conducted.
viii. Ensure the appropriate level of SHO/s is/are assigned to each location. All SHO’s must be designated in writing on a Designation of Safety and Health Official Certificate. This certificate will be provided at Post Award Conference.
ix. Not assign L2s or L3s to projects that have a residual risk level greater than medium. NOTE: Please be advised, no work will be performed with a residual risk of high or extremely high on Corps Projects. Controls shall be identified to ensure the residual risk is either medium or low risk.
x. Assist the Contractor’s project management team responsible for managing, communicating, implementing and enforcing compliance with the Contractor's APP and other accepted safety and health submittals.
xi. Compile and track safety deficiencies reported by SHO’s or others in the field. Ensure corrective actions are taken to mitigate all identified deficiencies. A deficiency tracking system shall be used by the Safety Manager. A copy of this tracking document shall be provided to the GDA upon request.
