Office of Maintenance- TRP054-Transportation Specialist 5- PG M - Outdoor Advertising Manager

Job Summary: Under minimal supervision, provides senior expert professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May supervise subordinates or serve as a lead worker providing training to lower level staff.

 
Job Specific Duties:
  • Under limited supervision, develops and directs the implementation of operating plan, policies, and procedures for a statewide outdoor advertising control program and the statewide vegetation management program.
  • Interprets, administers, and ensures compliance with federal, state, and local laws, rules, regulations, policies, and procedures.
  • Recommends program and law changes.
  • Interviews, hires, directs, disciplines, and evaluates the performance of subordinate personnel.
  • Supervises and directs the work assignment of Outdoor Advertising Coordinators; Outdoor Advertising Office Manager; Accounting Technician and an outdoor advertising consultant, to ensure all procedures are followed in accordance with the outdoor advertising control law regarding the permitting and renewal process for outdoor advertising signs, removal of illegal signs, fees, and the review of county and city zoning ordinances as they relate to outdoor advertising control.
  • Ensures all procedures are followed in accordance with the state law, rules, regulations, and policies as they relate to vegetation management for outdoor advertising and right of way acquisitions involving sign removal or relocation.
  • Represents the Department and trains the Outdoor Advertising Staff to represent the Department as qualified witnesses when testifying in Administrative Hearings held under the Administrative Procedure Act or in trials held in State Court.
 
MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

 
STATE ENTRY QUALIFICATIONS:
  • Bachelor's degree from an accredited college or university in a related field AND Three years of related experience   
  • OR Associate's degree in a related field from an accredited college or university AND Four years of related experience 
  • OR One year of experience required at the lower level Transportation Specialist 4 (TRP053) or position equivalent.
 
AGENCY SPECIFIC QUALIFICATIONS:
  • Masters, Bachelors or Associates Degree in Political Science, Economics, Business, Public Policy, Environmental Science, Engineering, or a related field
  • OR One year of experience required at the lower level Transportation Specialist 4 (TRP053) or position equivalent.
  • 4 years of experience researching, gathering and organizing information into a presentable, understandable format for executive level presentations, legal cases, customer interactions, and contract development.  This includes demonstrated ability to successfully give presentations at an executive level. (SAMPLE PRESENTATION OR WHITE PAPER REQUIRED)
  • 4 years of experience in the development, preparation, execution and management of contract documents and contract revisions.
  • 4 years of experience at an intermediate level in Microsoft Office programs specifically; Outlook, Word, Excel and Power Point.
  • 4 years of experience in permitting; demonstrated knowledge of Federal and State laws, including State or Federal Agency Rules and Regulations pertaining to issuing permits, renewing permits, revocation of permits, conversion of permits and appeals for permit denials. 
  • 4 years of supervisory or management experience, to include planning, supervising, training and evaluating the work of subordinates and/or consultants. 
  • Knowledge of researching courthouse records/plats.
  • Demonstrated ability to read and interpret plans quickly and accurately, to visualize physical layout depicted in plans or sketches, and to imagine and describe alternative layout arrangements.
  • Demonstrated ability to execute innovative solutions in making recommendations to management and solving application and permit problems.
  • Demonstrated ability to interpret and apply written rules and regulations to specific situations and circumstances.  
  • Ability to listen and respond appropriately to spoken English.  
  • Possesses the physical mobility necessary to maneuver over irregular terrain and varying and uneven surfaces in order to inspect outdoor advertising locations.  
  • Demonstrated ability to display high integrity and professionalism in working with customers and clients.
  • Possesses strong leadership skills with a demonstrated ability to foster team spirit, motivate and guide subordinates toward accomplishment of established goals. .
 
AGENCY PREFERRED QUALIFICATIONS:
  • Georgia Soil and Water Conservation Commission Level IB Certified Inspector and/or Level II Certified Plan Reviewer certification
  • Masters or bachelor's degree in a Political Science, Economics, Business, Public Policy, Environmental Science or Engineering; and three years of related supervisory experience with a Permitting, Legal, and/or Communications focus.
  • Knowledge of outdoor advertising control, Federal and State laws, including Department of Transportation Rules and Regulations pertaining to issuing permits, renewing permits, revocation of permits, conversion of permits and appeals for permit denials. 
  • Knowledge of vegetation management policies and procedures as they relate to the review and approval process for vegetation management permits at outdoor advertising signs.
