Position Description: This position provides full-time remote support, in the DC metro area for a federal government customer. Candidate will act as a lead, manager, and administrator for task(s)/project(s) effort. Serves as an interface and point of contact with government program authorities and representatives on technical and task/project issues. Supervises project operations by developing procedures, planning, and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress. Manages and controls financial and administrative aspects of the task/project with respect to contract and task requirements.
Essential Duties and Responsibilities consist of but are not limited to:
- Manage and prioritize complex projects, to include planning and coordinating conferences/tradeshows, logistics, and calendars
- Apply critical thinking to support problem solving, draft documents, conduct document review, editing, and summarizations to support internal and external communications and messaging
- Prepare and maintain a Project Management Plan (PMP)
- Provide Weekly Status Reports (WSRs) and Month Status Reports (MSRs) based on the deliverable identified
- Develop and maintain a Quality Control Plan (QCP)
- Provide Monthly Financial Reports (MFRs)
- Meet quarterly with the PMO and COR for a Program Management Review (PMR)
- Create and maintain project schedules for multiple projects; provide a project schedule that aligns with the PMP
- Create project charters for multiple SharePoint/web-enabled application projects
- Monitor the tasks of the development teams to ensure that project milestones are met
- Brief management on team activities and any risks that require action
- Develop and implement migration plans to manage risks
- Document requirements (Waterfall – Requirement Verification Document)
- Document requirements (Agile – User Stories / Acceptance Criteria)
- Create process models of current and to-be processes; Create wire-frames for To-Be application
- Create User Acceptance Test scripts, lead User Acceptance Testing sessions
- Create user guides, manuals and conduct end-user training
- Facilitate Post Implementation Reviews
- Document and distribute meeting minutes to stakeholders
Required Skills and Experience:
- Must be a U.S. Citizen with the ability to obtain and maintain a Public Trust Clearance
- Must have a strong attention to detail, organizational & time management skills – able to take in and manage multiple tasks from various sources simultaneously and provide timely responses
- Must possess excellent oral and written communication skills, able to effectively communicate with senior executives and coordinate actions across multiple FAA LOBs and external partner organizations
- Must have excellent interpersonal skills and knowledge of UAS, including technology, operations, regulations, and applications. Applicant should also be adaptable and have the capacity to thrive in a fast-paced work environment
- Microsoft Outlook, Microsoft Word – strong knowledge of Word including document formatting with headers levels and table of contents; creation of tables; document review functions. Microsoft PowerPoint – working knowledge of power point and master slide features. Microsoft Excel – working knowledge of spread sheets and basic excel functions. Knowledge of SharePoint, Adobe Connect, & Microsoft Project (preferred)
Required Education:
- Bachelors’ Degree in a related field
- 15 years of performance-based management and supervisory experience in most of the foregoing functions with respect to technical programs/projects.
- Bachelor’s Degree may be waived with a master’s degree in a related field and 10 years related program management experience on technical contracts
- Certified PMP or equivalent project or program management certification is required and must have 3 years’ experience (allowable substitutions for PMP are Prince2 Certification (UK) from APMG International, Certified Projects Director (Level A) and Certified Senior Project Manager (level B) from International Project Management Association (IPMA), master’s degree in system engineering management, or DAU Level 3 certification in: Engineering, facilities engineering, life cycle logistics, production quality manufacturing, program management, science and technology management, or test and evaluation)
Preferred Qualifications:
- Experience supporting Department of Transportation or Federal Aviation Administration software development projects
