Job Description

Under the direction and supervision of the Senior Human Resources Manager, the role of the Payroll/Human Resources Generalist is to oversee payroll and the new hire process.

This is a full-time benefited position working 40 hours per week, typically Monday through Friday with periodic Saturday hours.

Payroll Functions:

  • Ensures timely processing of all staff payroll in accordance with labor regulations and standard accounting principles. Develops systems and protocols to direct the collection, calculation and entering of pay data.
  • Works with Information Technology, Human Resources and other contacts (including third-party vendors) to ensure security protocols are in place for all pay systems.
  • Maintains updated procedure manual for payroll processing and assists in training of other staff on the payroll system (ADP) in a “super-user” role, to troubleshoot general user questions or basic technical issues.
  • Keeps abreast of current payroll tax requirements and relevant laws associated with the processing of employee wage data, including payroll taxes, employee federal and state income and social security taxes, and other required reporting (SUI, workers compensation, deferred benefits, etc).
  • Advises management on pay practices related to FLSA, fringe benefit reporting, W-9 and W-4 recording.
  • Processes quarterly 941, Bureau of Labor Statistics and fiscal year-end reports and reconciles W-2 information for accuracy. Reports errors in payroll accounting to the proper management representative. Documents any discrepancies in payroll processing to maintain a clear record of reconciliation and adjustments.
  • Works with the Human Resources department to coordinate employee leaves of absence under FMLA, CFRA or other unpaid leaves. When requested, keeps accurate records of employee unemployment and disability insurance payments to ensure no overlap in state benefits and wage payments occur.
  • Processes wage garnishments, pay levies, and other involuntary court-ordered payments in a timely manner, including reporting to the necessary State office or jurisdiction and assisting employees with general process questions.
  • Works with current pay vendor (ADP) for technical issues with time-reporting systems and resolves any discrepancies resulting from glitches or malfunction of the time reporting hardware.
  • Assists staff with general questions related to payroll, leave accruals, wage deductions, fringe benefits, and other pay related issues.
  • Attends workshops, online trainings and seminars to gain greater systems knowledge (ADP). Provides updated protocols and procedures to system users based on trainings.
  • Conducts regular payroll reporting as required and assists with financial audits related to pay records and associated general ledger.
  • Supports the annual budgeting process by working closely with CFO, HR team, and Management in analysis of payroll costs by department / cost center.
  • Performs filing and upkeep of employee payroll records.
  • Generates computer report of payroll activities for the Chief Financial Officer.
  • Reviews and recommends modifications to payroll procedures to improve efficiency.

HR Generalist Functions:

  • Is the point to person for questions about the National Health Service Corps programs and is seen by the organization as its expert. Knowledgeable with other various Federal, State, and Local loan repayment programs, including scholarship programs such as the Steven Thompson award. Aggressively promotes such programs through various avenues including TVHC’s intranet, emails, flyers, etc.
  • Keeps abreast of current visa processes.
  • Manages the onboarding process for new hires.
  • Serves as the first point of contact for most general HR questions regarding employment, recruitment, benefits, personnel policy and other related inquiries.
  • Provides basic guidance to employee relations and performance management issues in absence of the HR Specialist and/or Senior HR Manager.
  • Manages and maintains employee benefit plan enrollments. Makes changes and corrections to enrollments and ensures it is accurately reflected in the HRIS payroll system.
  • Performs monthly audit of employee benefit plan enrollments and makes adjustments to insurance plan invoices to ensure timely and accurate payment.
  • Generates processes and obtains signatures for Personnel Action Forms (PAN) as assigned.
  • Attends internal and external (off-site) meetings, workshops, and trainings as assigned.
  • Assist with the establishment and periodical updating of job descriptions for all TVHC positions and assures they reflect current job duties.
  • Assist Senior HR Manager/HR Specialist with: employee benefits program, leaves of absence, HR promotional items and emails, assist with development and delivery of HR training programs.
  • Assist with department reporting requirements and records retention.
  • Participates and assists in HR projects related to new and existing employee programs and trainings.
  • Performs other duties as assigned.



  • Bachelor’s Degree in Human Resources, Social Science, Sociology, Health, Business, or related field, or equivalent experience.
  • One to two years’ experience in Human Resources Generalist role.
  • Two years of payroll processing experience


  • Health Care experience.
  • Professional Human Resources (PHR) Certification.
  • One year of experience working in a public sector and/or non-profit organization.
  • Full life-cycle recruitment experience
  • Bilingual in Spanish
