Java Software Engineer

JAVA software engineers design, develop, customize, and support in-house Web applications and/or software, database applications, and other solutions not available in off-the-shelf modular software required to meet the needs of the institutes.

  • Work with NINDS project manager, program staff, and key stakeholders to develop functional business requirements, perform requirements analysis, develop application and graphical designs/prototypes, refine requirements based on user feedback, test and debug system, implement and deploy, document, maintain, and support NINDS-developed and supported applications as further described below.
  • Develop and maintain applications using J2EE, Design Patterns, Eclipse, TOAD, SQL developer, JDBC, MVC, Bootstrap, Angular Js, JavaScript, CSS, JQuery, JSON, XML.
  • Perform complex programming, program debugging, data analysis, problem analysis and issue resolution in a timely and accurate fashion.
  • Report Scrum metrics, track project milestones, deliverables for monthly management reporting and communicate effectively with teams internally and stakeholders externally.
  • Use Enterprise Architect to design and implement relational schema in Postgres, MySQL, Oracle, and/or NoSQL databases. Have the ability to break down complex concepts into organized and concise units with estimates.
  • Enforce the use of software engineering best practices, UML diagramming, use cases, code inspection/review (SonarSource) and prepare technical design documentation.
  • Write automated test cases to test code, component, interface. Migrate legacy software and databases to mitigate the risk of bugs and security issues.
  • Play a key role on a collaborative project team with solid OOD/OOP foundation, responsible for the design and production of mission-critical enterprise-scale systems.
  • Translate requirements into system design specifications and the implementation of systems throughout the entire software development life cycle. Leverage technical and interpersonal skills needed to lead, coach, and mentor development teams.
  • Contribute to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds. Contribute to the overall project success by performing all other essential duties as assigned.

Minimum Requirements:

  • Bachelor’s Degree in computer science or related field and additional eight years of Java Web application development experience or at least ten years of equivalent experience.
  • Minimum 2-3 years of in-memory data store, Redis, bar code, clinical, and biospecimen data management experience.
  • Have the knowledge and experience using Java incorporating Spring Framework and Hibernate.
  • Ability to create Web APIs and design RESTful web services.
  • Possess knowledge of Python, R, Tableau, statistical analysis tools, and NIH experience a plus.
  • Have the knowledge and working experience in developing web services and maintaining source code and deploying applications via various technologies such as CVS, SVN, Jira, Confluence, etc.
  • Have solid understanding of full system development life cycle, federal security, privacy and Section 508 compliance requirements. Strong site navigation and user interface design skills, great communication, problem solving and interpersonal skills and work well in a team environment. Knowledge of NIH environment and enterprise systems is a plus.
  • Solid experience with Reverse engineering and refactoring code.
  • Experience with clinical study data management, eCRFs accurate reporting, JasperReports, Junit, Web Services, SoapUI, Maven, Struts, clinical research document review process, and integration with bio specimen bar code system.
  • Must be oriented toward customer service and thoroughly trained and experienced in system development and support.
  • Must have good communication and interpersonal skills to interact with customers and team members.
