Job Description

We are seeking a Program/Project Manager to join our growing team of BI/Data Analytics professionals. The successful candidate will lead an agile project team providing integrated consulting and dashboard development services in the areas of business intelligence, management efficiency assessment, strategic planning and evaluation, and customer experience for a federal agency located in the Washington, DC metropolitan area. This position plays a key role in supporting the agency's business analysis strategic objectives.

Duties and Responsibilities:

  • Manage a team of resources made up of Tableau dashboard developers, business analysts, business intelligence specialists, data managers/analysts, and senior business information analysts. The initial size of the technical team will be three developers/analysts and may fluctuate based on contract/project requirements
  • Serve as the primary point of contact and liaison between Federal stakeholders/business users and the Synecticsteam to help ensure effective coordination of project work
  • Develop vision, strategy, and roadmap for project implementation
  • Work with Federal customers and business stakeholders to define, gather, refine, and prioritize business requirements
  • Perform direct management of theteam's tasks and expectations from multiple requests and sources of the project
  • Establish and maintain task/project schedules
  • Prepare and adhere to project budget, staffing, risk management, subcontractor management and communications plans
  • Assist the team in elaborating software development requirements, and in testing software performance against approved requirements and objectives
  • Manage, oversee, and when needed conduct product training for government clients and end users
  • Ensure quality/security manage objectives and activities
  • Oversee and coordinate project/product communications and messaging to a varied audience
  • Work with Synectics Management on project estimation, resource planning, quality compliance, financial reporting, and objectives/metrics.

Required Skills and Experience:

  • 10 years experience in managing complex information technology projects for federal government agencies
  • Minimum of 5 years' of progressive federal government project management experience in related industry/fields (i.e. data management, business intelligence, and/or data analytics projects) to include data visualization (i.e. dashboard) technologies
  • PMP certification or other project management certification, or demonstrated proficiency in project management best practices (i.e. PMI PMBOK, etc.)
  • Experience leading software development implementation and maintenance using Agile methodologies (Scrum, SAFe, Kanban, etc.)
  • Mastery of project management methodology, tools and templates (includes program/project planning, schedule development, scope and cost management, risk management, quality management, and IT security)
  • Experience in IT Service Management and configuring and using collaborative issue/ticket tracking tools (i.e. Jira, ServiceNow, etc.)
  • Experience in collecting, elaborating, and documenting software/systems development requirements
  • Strong problem solving and troubleshooting skills, and product/end-user testing
  • Excellent written and oral communication skills, and ability to coordinate customer/staff meetings using online teleconferencing tools
  • Strong interpersonal skills with the ability to work with diverse personalities in a fast-paced environment.

Desired Skills and Experience

  • Demonstrated experience working under CMMI3-Dev, ISO-9001, and ISO 27001 quality control environments or other industry accepted best practices.
  • NIST 800-53 security and Section 508 compliance
  • Project Transition support
  • Experienced Tableau developer and/or user

Education and Certifications

  • Bachelor's degree in a management or technical discipline from an accredited institution and/or equivalent in applicable experience.
  • The ability to obtain and sustain Public Trust Clearance
