The Agricultural Project Manager is responsible for the management, implementation and/or administration of assigned District projects. This role provides technical review, project management and support, customer support, and contract development for the District’s various Agriculture Cost-Share funding program and/or projects.

Job Duties Include:

  • Serve as Project Manager for Agriculture Cost-Share Program projects.
  • Assist in implementing the administration of the Agriculture Cost-Share Program.
  • Assist cooperators with the development of agriculture projects prior to submittal.
  • Work with Federal, State and Local governments as well as cooperators.
  • Prepare executive memos, contracts and memorandum of Agreements (MOA) for signature.
  • Manage contracts, deliverables, timelines, prepare reports, and close contracts and MOAs.
  • Manage invoicing, payments, re-imbursements, budgets, and budget analysis.
  • Collaborate with permitting staff to endure permitting compliance as an integral part of the project management responsibilities.
  • Participate on various district science, database, and project review teams.
  • Compile and draft technical analysis, scientific and white papers documents.
  • Perform duties of public speaking and outreach engagements to promote public awareness of the District’s Agriculture Cost-Share Program and attend workshops, seminars, and webinars.
  • Respond to requests for project reviews.
  • Perform environmental field work and program compliance assessments in the field.
  • Organize and maintain client files and databases.
  • Develop and maintain partnerships and interagency collaborations.
  • Perform other duties as assigned.


Senior Project Manager Duties:

  • Provide guidance, coordination, and administration of water resource and agriculture related projects.
  • Participate in project team outreach and planning meetings. Conduct project meetings for input, discussion, and problem resolution.
  • Manage project execution to ensure adherence to budget, schedule, and scope.
  • Develop technical scope of works and collaborate with internal stakeholders.
  • Coordinate with District staff, cooperating agencies, contractors, and the public as needed, in order to complete project tasks.
  • Assist in the creation of solicitations (ITB, RFP, RFQ), requisitions, task work assignments, purchase orders, contracts, and other documents related to contractual services.
  • Understand and apply established policies and procedures, organizational tools, and technical requirements for the management of projects.
  • Review and analyze District and contractor documents and technical work products and reports.
  • Provide reporting of project statistics to FDEP, District management, and other District staff.
  • Develop and manage budgets for projects, including tracking of funding sources, authorization of payouts to vendors, and other financial stakeholders based upon project milestones or contract requirements.
  • Prepare and deliver presentations regarding District related water resource projects to the Governing Board, senior staff, the general public, private consultants, and state and local units of government.
  • Prepares Governing Board memos and supporting documentation.
  • Make recommendations on land acquisitions.
  • Participate in District emergency management activities and other department activities as needed.
  • Manage grants and assist with application submissions.
  • Perform some of the following duties specific to the assigned District Office:
    • Provide guidance, coordination, and administration of water resource and agriculture related projects.
    • Assist with mapping of project locations and additional project data on ArcGIS database.
    • Conduct onsite planning, design and construction inspections, as needed.
  • Perform other duties as assigned.

Minimum Qualifications:

Project Manager I –

  • Bachelor’s Degree in a scienced based environmental field or management (Environmental, Project, Construction, Business, or related degree for the position). Master’s Degree in management or a related degree for the position preferred.
  • Minimum of two (2) years of work-related project management experience may substituted for the education requirement.
  • Florida Certified Contract Manager, Project Management Professional (PMP), Certified Floodplain Manager, Certified Stormwater, Erosion and Sedimentation Control Inspector, and/or Management/Leadership Certification preferred.
  • Valid drivers’ license.


Project Manager II –

  • Bachelor’s Degree in a scienced based environmental field or management (Environmental, Project, Construction, Business, or related degree) and three (3) years of experience.
  • Minimum of two (2) years of work-related project management experience may substituted for the education requirement.
  • Florida Certified Contract Manager, Certified Floodplain Manager, Certified Stormwater, Erosion and Sedimentation Control Inspector, and/or Management/Leadership Certification preferred.
  • Valid drivers’ license.


Project Manager III -

  • Bachelor’s Degree in a scienced based environmental field or management (Environmental, Project, Construction, Business, or related degree) and six (6) years of experience.
  • Minimum of two (2) years of work-related project management experience may substituted for the education requirement.
  • Florida Certified Contract Manager, Certified Floodplain Manager, Certified Stormwater, Erosion and Sedimentation Control Inspector, and/or Management/Leadership Certification preferred.
  • Valid drivers’ license.


Senior Project Manager –

  • Bachelor’s Degree environmental, agricultural or water resource related engineering, zoology, geology, hydrology, hydrogeology, natural science or a related field. Master’s Degree in applicable field preferred.
  • Minimum of ten (10) years of relevant work experience in the management of complex projects. Minimum of two (2) years of work-related project management experience may substituted for the education requirement
  • Florida Certified Contract Manager, Project Manager Professional (PMP) Certification, Certified Floodplain Manager, Certified Stormwater, Erosion and Sedimentation Control Inspector, and/or Management/Leadership Certification preferred.
  • Valid drivers’ license.
