SUMMARY: Counties Providing Technology (CPT) is a joint powers entity made up of multiple Minnesota counties. CPT provides customized programming, on-site and telephone support, management for information systems and consulting for hardware and software for public entities.
REPORTS TO: Counties Providing Technology (CPT) Joint Powers Board
FLSA STATUS: Exempt
SALARY: $95,000.00 - $132,000.00, negotiable depending upon qualifications
BENEFITS: Excellent benefit package including health, life, vision, disability, dental, critical illness, hospital, accident insurance and retirement pension. Generous annual PTO and 11 paid holidays.
EMPLOYMENT VARIABLES: Applicants subject to criminal background check and credit check. The typical schedule is 40 hours per week. Additional hours may be required, based upon workload demands.
POSITION SUMMARY: Dynamic individual to manage and grow a software technology company. Perform complex professional and administrative work in planning, directing and coordinating the policies and/or directives of CPT and the Joint Powers Board. The Executive Director promotes the coordination between the Joint Powers Board and CPT employees and customers. The Executive Director shall, with the approval of the Board, coordinate the various activities of the Board and unify the management of its affairs.
MINIMUM CREDENTIALS: Possess a bachelor’s degree in business, public administration and/or accounting with possible major or minor interest in one of the following or related areas: information technology, project management, financial administration, political science, business management, accounting or economics with a minimum of seven years’ experience in an administrative position or any combination of experience and training which provides the required knowledge, skills and abilities. Master’s Degree in related field and 10 years of experience is preferred
KNOWLEDGE, SKILLS & ABILITIES: Comprehensive knowledge of the principles and methods of public administration, including planning, directing personnel, fiscal management practices. Thorough knowledge of current laws, rules and regulations pertaining to the operation of the joint powers entity. Ability to plan and conduct effective public meetings, express complex ideas or procedures. High level of verbal and written communication skills required, including working with employees, elected officials, management employees, the public, County Commissioners and federal, state and local representatives. Ability to research issues, analyze information, prepare reports and recommendations and make presentations to groups and individuals. Ability to work with others in a team environment. Ability to use considerable independent judgment to plan, perform and make decisions within the limitations of recognized standard methods and procedures, in addition to use of initiative and ingenuity. Ability to interpret, supplement or recommend policies and procedures.
COMPUTER (PC) COMPETENCIES: Willingness to learn a variety of software packages as needed for software integration in operations is required.
