GENERAL DESCRIPTION:

The Trust Land Management Division Assistant Director administers and manages statewide programs relating to the management of approximately 3.4 million surface acres and 3.9 million sub-surface acres of State Trust Lands for optimal revenue generation and long-term sustainability.



The Trust Land Management Division Assistant Director is a member of the leadership team for the Agency. This position supervises and leads section level supervisors, professional and administrative staff who manage programs including grazing and agricultural leasing, special use leasing, temporary use permitting, surface impact payment receipts, commercial leasing, land sales, land acquisitions and exchanges, grants of easements, oil and gas leasing, coal leasing, trona/sodium leasing, uranium leasing, bentonite leasing, zeolite leasing, metallic/non-metallic rock and mineral leasing, sand/gravel leasing, state land records management and fund receipt and distribution.



This position is located in Cheyenne, Wyoming. Cheyenne is a full service community; home to about 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range and the Medicine Bow National Forest, home to world-class rock climbing at Vedauwoo. In addition, the location provides convenient access to the Colorado Front Range communities, including Fort Collins and Denver and Denver International Airport.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.







+ Provides leadership and management to the Division by providing subject matter expertise and authoritative information for all programs within the Division.

+ Oversees Division policy as well as ensures adherence, to and compliance with applicable State statutes and Board of Land Commissioners (BLC) Rules and Regulations for responsible fiduciary management of the State's trust assets by both the Agency's customers and staff.

+ Represents the Agency to high level officials, within the commercial, agricultural, municipal, special interest and mineral industries.

+ Serves as the planning lead and primary author for major statewide Division planning efforts such as the Division's Strategic Plan and Business Plan.

+ Establishes and enforces Division policy and rules.

+ Oversees internal planning efforts and advancements in processes, procedures, and technology to gain efficiencies, and enhance internal and external communication and increase revenue generation.

+ Develops and manages the Division's budget.

+ Reviews and finalizes matters to be presented to the BLC.

+ Provides information, expertise and guidance to the Director regarding each board matter for recommendation to the BLC.

+ Attends Board meetings to present matters and respond to questions.

+ Represents the Director in her absence, or as directed.

+ Attends Legislative hearings to provide testimony on potential law changes.

+ Provides Agency representation before Legislative committees, elected officials and oversight boards.

+ Monitors and reviews legislation for impacts to Wyoming and the Division, and provides Fiscal Impact Statements to the Legislature detailing any potential impacts.

+ Makes decisions related to very complicated and high value land acquisition or real estate management.

+ Responds to or meets with the Governor's staff to answer questions and discuss landowner issues.









































Qualifications









PREFERENCES:





Preference may be given to candidates with land management, public administration or land investment experience.





KNOWLEDGE:







+ Knowledge of principles, concepts and practices of marketing, transactions and negotiations.

+ Knowledge of methods, techniques, principles and practices of real estate and mineral product appraisal.

+ Knowledge of farm and ranch economics.

+ Knowledge of land sale and acquisition processes, real estate law and transaction analysis.

+ Knowledge of real property leasing, permitting, and granting of easements.

+ Knowledge of mineral leasing practices, principles, laws, and case law.

+ Knowledge of contract law.

+ Knowledge of water rights laws.

+ Knowledge of leadership techniques and personnel management.

+ Knowledge of Microsoft Office, Google, GIS, and Land Management and Mineral Management software.

+ Skills in project management.

+ Skills in public speaking and presenting to groups.

+ Skills in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

+ Ability to communicate effectively in both oral and written form.

+ Ability to handle difficult and stressful situations with professional composure.

+ Ability to maintain effective interpersonal relationships.

+ Ability to exercise sound judgment in making critical decisions.





































MINIMUM QUALIFICATIONS:





Education:



Bachelor's Degree (typically in Land Management)



Experience:



3-5 years of progressive work experience (typically in Land Management) with acquired knowledge at the level of a Lands Management Program Manager I



OR



Education & Experience Substitution:



6-8 years of progressive work experience (typically in Land Management) with acquired knowledge at the level of a Lands Management Program Manager I

PHYSICAL WORKING CONDITIONS:





+ Travel will be required across the State of Wyoming and to other states as needed.
