Job Description

Position Summary: 

The Program Consultant will be responsible for operations within the Office of Minority & Women Business Development. This is a critical position to the agency and the success of the program. This position is a highly visible position and will assist the Director in conducting workshops, reviewing applications, conducting on-site inspections, providing technical and business assistance, analyzing data, organizing the operation of all assigned phases of the certification process, assisting with various events coordinated by the office and much more!

Job Responsibilities may include but are not limited to the following:  

  • Reviews applications according to 49 CFR, Part 26 and Part 23 of the US Department of Transportation and those established by the Office of Minority and Women Business Development. Conducts on-site inspections, provides technical and business assistance, analyzes data collected for preparation of written recommendations. Advises KDOT program specialists about certifications related to DBE. Organizes, assembles and presents pertinent documents for hearings conducted for denied applicants
  • Provides technical assistance to minority-owned and women-owned businesses related to business development, locating resources that provide information regarding capital, procurement and contracting. Collaborates with Economic Development Agencies and organizations to identify services available for MBE and WBE
  • Prepares and send notices to certified businesses during the Annual Update period. This includes requesting the required annual documents; reviewing documents for accuracy and continued compliance with program eligibility and updating the computer database
  • Maintains a computer data base using Salesforce to effectively track, record, retrieve and analyze information regarding certified minority, women and disadvantaged businesses. Also assist in maintaining office web presence working with the agency marketing department
  • Organize the operation of all assigned phases of the certification process to include time management related to deadlines, digital file creation and maintenance. Management of assigned phases will be done by creating, editing and maintaining functions in PDF and Excel documents


Minimum Qualifications:

  • One (1) year of experience in economic development, workforce development, business management, human resources or marketing. Twelve credit hours in economic development, business management or marketing can be substituted for experience
  • Ability to conduct interviews and interact with diverse business clients. Ability to prepare and present general and technical data effectively, orally and in writing
  • Must have the ability to interpret regulations, policies and procedures and apply them appropriately
  • Ability to exercise judgment in collecting economic, technical, and administrative data, and in preparing and effectively presenting interpretive statements or reports
  • Must have the ability to travel in-state and occasional overnight travel may be necessary
  • Knowledge of Excel functions
  • Valid Driver License

Preferred Qualifications:

  • Bachelor’s degree in business administration, human resources, marketing or economics preferred
  • Salesforce experience helpful
