Salary: $85,000

This is a hybrid position. While most of the work can be completed remotely, Star Cypress Partners team members commit to being on-site with clients for key meetings and to build relationships with colleagues, partners, and clients.

Position Summary:  

The Program and Data Analyst, Associate will use research analysis and data modeling to improve operational efficiencies and use problem-solving skills to continuously deliver value to our clients, while making a larger impact on society. The candidate will need to possess a strong intellect and have a proven track record of influencing, excellent verbal, and written communication skills. Engagement Summary:  

In support of American Rescue Plan Act (ARPA) and other equity-related Executive Orders, authorities, and procedures – this contract will provide support services that would enable USDA to build foundations and equitably deliver program outcomes in underserved communities. This contract will enable USDA to have sufficient strategic capabilities to achieve the following goals: 

  • To support implementation of components of the American Rescue Plan Act, Section 1006, specifically: outreach, capacity building training, and other technical assistance on issues concerning food, agriculture, agricultural credit, agricultural extension, rural development, or nutrition to socially disadvantaged farmers, ranchers, or forest landowners, or other members of socially disadvantaged groups. 
  • To build the foundation, advance equity in underserved communities through USDA programs and investments, establish accountability, and institutionalize equity in budget development and implementation as well as the design and delivery of programs in alignment with Executive Orders, Civil Rights and Tribal requirements, and other established program processes and authorities.  
  • Manage and Implement: Support day to day administrative and management of programmatic equity-related priorities, meetings, and activities, including coordination across agencies, programs, and partners, and developing tools and training to support implementation of Goals and Purposes indicated in Section 2.2 above. This includes strategic support to integrate with the Equity Commission, internal Diversity, Equity, Inclusion, and Access (DEIA) efforts, Civil Rights, Tribal, and other strategic equity efforts. 
  • Oversee and Report: Provide oversight support by collecting, synthesizing, analyzing, and developing relevant data, maps, graphics, briefing materials, and reports, support the development of oversight and accountability tools, and enable USDA to monitor programmatic equity and equitable outcomes for underserved communities.

  • Interpret data and review current practices to forecast and resolve operational issues. 
  • Troubleshoot issues with organizational systems and provide technical support in facilitating changes. 
  • Analyze and solve problems with a focus on quality and timely completion of project deliverables. 
  • Discern issues, identify solutions, and promptly and concisely communicate all relevant items to teammates and leads. 
  • Collaborate with peers within Star Cypress Partners and with client stakeholders 


Minimum Education: B.S or B.A in Business Analysis/Management, Engineering, Data Science, Statistical Science, Anthropology or Sociology 

Minimum Experience: Up to 5 years of business analysis experience, ideally with prior experience with a management consulting firm. 

  • Proven ability to build strong, trusted relationships and operate in an influential manner

  • Excellent written, verbal and presentation skills 
  • Highly motivated, self-starter that can work autonomously and can independently take initiative
