The University Budget Office (UBO) at Stanford University reports directly to the provost and is responsible for the processes and policies related to the university's $6.5 billion consolidated budget, including planning and managing the annual budget process, developing the consolidated budget, managing the university's general fund and allocations from it, and managing various budgeting systems. The UBO partners with the CFO's office in the setting of financial policies and the analysis of their impact on university resources and operations. It also supports the president and provost in the allocation of central resources to the university's highest priorities. The UBO performs financial and budgetary analyses that support critical decision making by the Vice Provost for Budget and Auxiliary Management, the Provost, other senior management, and the Board of Trustees. The UBO strives to deliver excellent customer service, analytical support, and guidance on best practices for using the budget to promote strong financial management throughout the university.
We are seeking a creative problem-solver who is equally comfortable in the worlds of finance and technology to manage the budgeting/forecasting/reporting systems owned by the University Budget Office. The ideal candidate will have great listening skills to understand budget units' financial operations, the ability to clearly define complex solutions for complex needs, and the willingness to get their hands dirty in helping to implement those solutions. The position's primary duties include:
+ Budgeting system continual improvement: Specify requirements and/or design solutions for improving and enhancing the university's primary budgeting and forecasting system, Tidemark; lead and contribute to development efforts; lead internal and user acceptance testing efforts; ensure complete and up-to-date system documentation is maintained.
+ Budgeting systems operations: Collaborate with UBO colleagues to monitor system performance and external integrations; provide Tier II user support for system questions; address bugs internally or with vendor collaboration; develop training materials.
+ Ancillary systems business ownership: Serve as business owner for other budgeting systems such as the Transfer Administration System and iBudgets; define requirements for enterprise developers to implement; provide Tier II user support for system questions; lead functional testing efforts.
+ Personnel management: Directly supervise an IT Business Analyst/Programmer.
The University Budget Office is formally organized into two teams, one focused on policy and analysis and the other focused on systems and operations; however, much of the office's work is accomplished through close collaboration between the two teams. This position reports to the Director of Budget Management but will also work extensively with the policy and analysis and operations staff.

+ Lead the solicitation and gathering of business and system requirements.
+ Analyze, design and implement complex management information systems.
+ Manage, from a client business perspective, the requirements for related systems projects; ensure high client satisfaction by monitoring the delivery of information systems to the organization.
+ Lead and coordinate projects to assist business owners in evaluating the potential for automating existing or proposed work functions or processes and assess the feasibility of creating or modifying systems to meet user requirements.
+ Analyze new business requirements, system functionality, current system use and user needs; specify functional designs and work with developers and analysts to implement.
+ Develop system design for new or revised business systems; document and analyze input/output requirements, procedural flow between departments, operational audits and organizational structures.
+ May plan, direct, coordinate, monitor and review the work of others during all phases of the project team's work and participate in the planning, development and presentation of training for users of business systems.
+ Manage day-to-day external vendor or partner relationships.
Education & Experience:
Bachelor's degree and eight years of relevant experience or combination of education and relevant experience.
Knowledge, Skills and Abilities:
+ Knowledge of computer system capabilities, business processes, and work flow.
+ Current knowledge of rapidly changing computer technology.
+ Extensive experience with enterprise applications and understanding of database driven applications.
+ Ability to design and document complex business systems.
+ Proven problem solving and analytical thinking and ability to approach problems logically and systematically.
+ Strong understanding of the software development life cycle.
+ Project management skills as needed.
+ Skill in conducting user interviews and facilitating group meetings.
+ Excellent communication skills, both written and verbal, including the ability to bridge functional and technical resources by communicating effectively with individuals of varying systems expertise and business needs.
+ Strong listening, negotiation and conflict resolution skills.
+ Proficiency in business applications, such as Microsoft Office suite, especially Excel
+ Excellent analytical skills and ability to work independently and as part of a team
+ Ability to contribute to or lead part of a multi-functional team
+ Constantly perform desk-based computer tasks.
+ Frequently sit, grasp lightly/fine manipulation.
+ Occasionally stand/walk, use a telephone.
+ Rarely writing by hand, lift/carry/push/pull objects that weigh up to 10 pounds.
