Closeout Contract Specialist – Washington DC
Location: On-site Washington DC.
Salary: Commensurate with Education, Certifications, and Experience.
Job Responsibilities – Closeout of various types of contract actions to include but not limited to Time & Materials ( TM ), Labor Hour (LH), Firm Fixed Price (FFP), Military Interdepartmental Purchase Request (MIPR), Interagency Agreements (IAA), Definite and Indefinite Delivery type contracts, Purchase Orders under FAR part 13 and Commercial items under FAR part 12.
Duties to include but not limited to verifying files are physically complete to closeout; generating FINCEN financials; completing SF30 closeout modification to de-obligate UDO/residual funds in CIMS or FPD; enclosing all forms in file required for closeout; reconciling discrepancies prior to closeout; assisting in preparation of files for storage/destruction after closeout, maintaining Excel and Word reports of monthly closeouts.
Critical capabilities include support for mandated financial and procurement processes, targeted audit remediation; recovery of Undelivered Orders (UDO’s), de-obligation of residual funding, coordination of closeout actions with headquarters and FINCEN finance center staff. Comprehensive reporting of all completed closeout actions and funds recovered.
Software and programs –Microsoft Office Suite to include, Word, Excel, Outlook, Access and PowerPoint.
Also knowledge of a variety of Government or similar systems:

· Core Accounting System (CAS),
· FINCEN financials
· Workflow Image Network System (WINS)
· Federal Procurement Data System – Next Generation (FPDS-NG)
· Naval Engineering Supply Support System (NESS)
· Aircraft Logistics Management Information System (ALMIS)
· Open Obligation Validation Application (OOVA)
External Database systems:
· System for Award Management (SAM),
· Contractor Performance Assessment Reports System (CPARS)
Minimum Requirements – Bachelor of Arts/Science or Bachelor of Accounting degree. FAC-C Level II, DAWIA Level II or Higher Certification is required. Minimum 5 years’ experience. Knowledge of FAR and DFAR supplements. Candidate must be able to pass government clearance processes and sign non-disclosure agreement.
