Job Description

The St. Louis Housing Authority is a federally-funded agency, operating independently of city government. The agency helps provide low and moderate-income public housing for more than 24,000 residents and clients in the City of St. Louis, and through partner programs, offer residents opportunities to improve their lives.

What we are looking for:

This is an exempt position, responsible for the administration of capital project contracts and ensuring that capital project contracts comply with local, state and federal rules and regulations governing contracts. Responsibilities include, but are not limited to, planning and procurement of goods and services for assigned projects, evaluation and awarding of bids, proposals and contracts, timely possessing of pay requests, preparation and processing all documents necessary to implement assigned projects, conducting file reviews for quality control, implementation of agency policies and departmental procedures, investigation of compliance issues and monitoring assigned activities required to implement high-performing programs. The position is also responsible for coordinating the Agency's relocation assistance, Environmental / Historic Reviews and Section 3 program monitoring and compliance.

  • Required knowledge, skills and abilities for this position would normally be gained through the equivalent of a four (4) year college degree in Business Administration, Public Administration or related degree or a minimum of five (5) years of experience in Construction Contract Administration, preferably, in public housing or similar government unit.
  • Knowledge of HUD and SLHA capital fund, development and modernization regulations, policies and procedures, accounting procedures as they relate to budgets, expenses and reporting requirements, detailed knowledge of proper procurement and contracting procedures.
  • Skill in using a personal computer with word processing, spreadsheets and various software packages, collecting and analyzing data, preparation of reports, communicating verbally and in writing. Skill in mathematical calculation.
  • Assists with the preparation of grant applications, quarterly reports, budget revisions, management reports, development applications, development proposals and track budgets, as required.
  • Ability to handle complex assignments, involving large amounts of detail with accuracy.
  • Ability to review and interpret Federal, State and Local policies and procedures, requirements and similar materials.
  • Ability to act in capacity of Construction Specialist in his/her absence.
