Resource and Financial Management Support SME

Spectrum is seeking a fully qualified Resource and Financial Management Support subject matter expert to support efforts to effectively plan, program, budget, and execute resource requirements. Successful candidates will assist in performing capabilities, program, and cost analyses for new and modified systems to include managing, developing, and analyzing resource documentation for the core mission in support of program execution. The employee will maintain a broad technical and analytical resource proficiency to efficiently translate weapon system requirements into documented resource reports. This position will assist in evaluating system capabilities and program cost effectiveness according to fiscal parameters and measurements. This will include assessing costs for accuracy and reasonableness and identifying potential alternatives. The candidate shall monitor and analyze funding execution to ensure consistent and proper resource alignment among projects. This includes working with multiple MAJCOM organizations and maintaining databases necessary to prepare the Directorate level Fiscal Year Execution Plan, Initial Distribution, budget execution, maintain management internal controls, and monitor obligations/expenditures within funded programs. Successful candidates will be able to conduct studies, analyze data, develop alternatives, and make recommendations to resolve budget problems.

Requirements

Secret Security Clearance

Bachelor's Degree from an accredited university

Three (3) years’ staff experience (combination of active duty, Government service, or Contractor) in operations, staff or working specific program or subject area of the specific mission area being tasked

Three (3) years' experience USAF MAJCOM or higher budget or resource management activities

Three (3) years' experience USAF MAJCOM or higher PPBE developing POM and Command level Financial Execution Plans

Knowledge of budgeting for USAF single and multi-year appropriation characteristics

Skilled in monitoring commitment, obligation, and execution rates

Experience in utilizing the Commanders Resource Integration System (CIS) and Defense Enterprise Accounting and Management System (DEAMS) accounting systems
