Job Description:

 

The Housing Program Manager is responsible for overseeing all housing programs at the Southeastern Utah Association of Local Governments (SEUALG). This includes delivery of housing programs throughout southeastern Utah, coordination with community members and leaders, acquiring of grants, reporting of grants, general grant management, recruitment of participants, marketing of housing programs, and other duties as assigned in accordance with housing efforts in the region. 

 

The Housing Program Manager works under the specific policy guidance from housing programs such as United States Department of Agriculture (USDA) Self-Help programs, Olene Walker Housing Loan Fund, and direction from the SEUALG executive and deputy  director. 

 

The Housing Program Manager will provide close supervision to subordinate housing specialists and coordinators. 

 

Other tasks include:

 

  • Provide day-to-day management and administration for all housing programs; ensure timely progress of all program activities; ensure compliance with all applicable program eligibility and regulatory requirements for projects; 
  • Maintain communication with homeowners, contractors, and various contacts (i.e. state and federal grant administrators, contractors, sub-grantees, local elected officials and county/city staff); 
  • Respond to inquiries about housing programs from community members and clients; assist clients with application paperwork and processes as needed; verify income eligibility for applicant households according to income guidelines establish from the funding source; 
  • Schedule and attend intake meetings, take photos, and make additional site visits as needed; 
  • Prepare and mail bid packets to contractors, conduct bid openings, and review bids with appropriate committee; 
  • Prepare contract documents and conduct contract signing/pre-construction meetings; upon completion, mail Notice to Proceed, file mortgage, and update appropriate contacts and databases; 
  • Prepare reports as required by funder and serve as liaison with representatives from the funding sources; create and maintain forms related to the housing program (application, income verification, subordination agreements, etc.); 
  • Prepare and maintain environmental and historical review records for all projects; set up and maintain files and administrative records; 
  • Prepare and distribute outreach materials and advertise the housing programs; 
  • Maintain lien ledgers, discharge liens that are expired of satisfied; 
  • Work with SEUALG business office to ensure the prompt and accurate processing and payment of bills; monitor per-unit spending caps, programmatic spending caps and budgets; and contractor payments; 
  • Maintain and update contractor database and insurance information ; recruit contractors as needed; 
  • Work with other SEUALG staff members and county/city staff as needed to address housing priorities; 
  • Work with the SEUALG team to contribute annual grant submissions to funders for program continuance. 


Work Environment/Physical Demands: 

 

Most work is performed in a normal work/office environment. Work entails visiting residential homes and touring their facilities to identify housing opportunities. Frequent traveling throughout the southeastern Utah region, state offices and some out-of-state will also be required. 


Minimum Qualifications: 

 

  • Ideal candidates will possess a bachelor’s degree or higher;
  • Must have intermediate computer skills; 
  • Ability to communicate both verbally and in writing, maintain working relationships with coworkers, supervisors and the public; 
  • Enhance housing projects and communication in four counties; Carbon, Emery, Grand and San Juan;
  • Ability to adhere to federal standards in a proactive manner;
  • Must have a valid driver license and ability to drive independently within the State of Utah; 
  • Commit time to traveling the four counties, state meetings and to conferences;
  • Must be able to pass a background check and at a minimum a pre-employment drug screening.
