Purchasing Assistant Manager

Summary:

The Purchasing Manager is responsible for the company’s systems, processes and support for sourcing, orders and contracts, necessary to enable the company’s initiatives. This position will optimize the value of purchases by leveraging technology, analytics and best practices. This position will collaborate with the company community while maintaining timely, efficient and cost-effective customer service. This position will apply professional purchasing concepts, standards and organizational objectives to ensure effectiveness and efficiency. The Purchasing Manager will serve as the functional lead for the operations of the purchasing system from business processes to system workflow.

Job Description:

· Manage the company’s purchasing process

o Oversee and manage the company-wide processing of purchasing transactions, approving purchases within authority

o Communicate with campus community and manage any issue resolution

o Work closely and in concert with the Accounts Payable Manager and accounting staff to resolve escalated issues with purchase order and invoice discrepancies, ensuring proper internal controls are in place for invoice payment

o Develop and document processes and procedures to ensure compliance with internal controls

o Identify and organize team resources responsible for implementing spend category/commodity strategies

o Conducts training to the company community as needed

· Optimize the company’s purchasing spend

o Develop and implement policies and guidelines to ensure cost effective and cost optimization procurement processes

o Identify suppliers and negotiate contracts to obtain optimal pricing and contract terms

o Identify cost reduction opportunities to achieve financial goals

o Identify opportunities to consolidate vendors to achieve volume discounts

o Ensure proper review and approval of purchases and contracts

o Analyze data from multiple sources to provide financial reporting and analysis of the company’s spend in order to ensure efficiency

· Lead the company’s procurement processes both procedurally and administratively through procurement-related tasks using the company’s ERP system

o Lead the company’s implementation and ongoing maintenance of the procurement module within Workday, reengineering processes and procedures needed for system enhancements and upgrades

o Provide operational insight into the development of procurement systems and processes, based on extensive knowledge of the procurement business process

o Manage and coordinate workflow for entry into purchasing system for requisitions and purchase orders

o Identify and communicate systems issues; manage setup of new items, punch-outs and suppliers

· Maintain company’s purchasing relationships

o Develop key relationships with business stakeholders and strategic supply partners

o Handle complex and diverse supplier or operational issues where analysis of situation or data requires evaluation of identifiable factor or root cause

o Exercise judgement within generally defined practices and policies in selecting methods and techniques for obtaining solutions

o Plan and execute communication strategies to ensure accurate and timely flow of information to internal customers and stakeholders and externally to vendors

· Manage the company’s purchasing card program

o Maintain the company’s purchasing card guidelines, monitoring usage and the business environment, initiate changes when needed

o Ensure cards are issued and used in compliance with the company’s purchasing card (p-card) guidelines

o Work with the Accounts Payable Manager to ensure timely reporting of p-card expenses through the company’s expense system and to identify any p-card abuse

o Administer the company’s p-card management system to ensure proper authorization, limits and spending controls

o Work on the selection and maintain relationship with the company’s purchasing card bank to ensure best value of p-card spend

· Manage the company’s purchasing staff

o Maintain the company’s purchasing card guidelines, monitoring usage and the business environment, initiate changes when needed

· Other duties

o Work with others to ensure related processes flow effectively and efficiently

o Utilizing available technology, review policies and procedures and propose changes to improve effectiveness in executing responsibilities

o Continue to develop expertise with available technology

o Prepare financial management reports as needed

o Student staff supervision as needed

o Other tasks as assigned

Requirement:

· BA degree in a business field required

· At least 5 years of relevant experience in procurement

· Experience managing the work of others

· Advanced level of experience with an online purchase requisition and purchase order system

· Excellent computer skills (Excel, Word, Access etc.)

· Ability to analyze data and present in a meaningful format to facilitate decision making

· Experience with large ERP system such as PeopleSoft, Workday or Oracle preferred

· Excellent and effective written and verbal communication skills

· Ability to work well independently and in a team environment

· Strong speaking and presentation skills

· Strong analytical and problem-solving skills

· Excellent interpersonal skills and ability to communicate effectively with a diverse population

· Demonstrated excellence in influencing and building relationships

· Proven problem-solving and analytical skills, including the ability to identify a problem, develop a solution and implement that solution in cooperation with others or independently

· Ability to work on multiple projects simultaneously, set priorities and meet deadlines as required

· Strong customer service focus with an emphasis on outreach to departments; ability to listen and understand the unique needs of each department

· Must have the ability to take initiative to complete duties proactively and work under varying deadlines
