Job Description

The Bureau of Counterterrorism (CT) of the U.S. Department of State is implementing a project to build the capacity of Kurdistan Regional Government (KRG), primarily in Erbil, to respond to and investigate terrorist-related incidents.

Crime Scene & Forensics SME - Instructor and Mentor

Sincerus is seeking exceptional personnel to join our team to build the evidence response capacity of the KRG through sustained, embedded, in-country technical advice, assistance, training, and mentoring of the Kurdish Civilian law enforcement services.

The Crime Scene & Forensics Subject Matter Expert (SME) must possess demonstrated expert knowledge and experience in evidence collection, packaging, and storage procedures related to critical incidents, including those caused by terrorist attacks by means of Improvised Explosive Devices (IEDs) and explosives-laden unmanned aerial systems (UAS).

Specific Duties:

  • Provide SME input and participate in the development, analysis, and evaluation of policy, processes, or systems related to forensic science, crime scene analysis and exploitation. These SOPs will be in line with best practices and meet the legal requirements of the KRG rules of evidence and legal system.
  • Train and mentor KRG law enforcement officers in crime scene processing, ensuring evidence collected at terrorist incidents is admissible in KRG courts.
  • Plan, organize, manage, and conduct effective classroom, laboratory and practical instruction in unique tactics, techniques, and procedures (TTPs) for specific evidence collection operations to include pre and post incident site exploitation.
  • Assist and mentor officials in establishing the foundation for expanding the crime scene processing capacity application to other criminal investigative activities.
  • Participate in developing and revising compliance-related best practices and lessons learned from investigative work.
  • Maintain and record all training courses and participants.
  • Coordinate directly with training units and other authorized organizations for all facilities and training areas.
  • Responsible for ensuring the enforcement Safety standards on training areas; maintaining a safe workplace and ensuring that all Environmental Health & Safety and Quality Assurance requirements are met.
  • Facilitate supplemental in-country training and mentoring with participation in other international or regional training events to reinforce international best practices.
  • Coordinate with various U.S. Government programs and officials optimizing opportunities for collaboration and cross-training.
  • Maintain currency on all aspects of crime scene processing trends, policies, and procedures.

Mandatory Qualifications:

  • Bachelor's degree in forensic science or related field. Additional years of experience may be substituted for degree.
  • Minimum of 10 years technical experience in crime scene and forensic laboratory operations related to Improvised Explosive Device (IED) Examinations, Forensic Firearms Examination/Ballistics, and Latent Print Development/Examinations.

Required Skills:

  • Experience working with investigation teams in remote locations and insecure environments.
  • Knowledge of interagency sharing processes, laws, and requirements for the U.S. agencies to perform forensics duties and accreditations abroad.
  • Extensive instructional and training background.
  • Demonstrated skills in the principles and techniques of instruction.
  • Experience in forensic examinations, evidence chain-of-custody and archiving of forensic evidence.
  • In-depth knowledge and technical expertise in the use of all Microsoft Office products, Microsoft Internet Explorer, and Adobe Acrobat products.
  • Excellent organizational and time management skills.
  • Proven ability to interact respectfully with people from diverse backgrounds and cultures and communicate effectively across multiple levels in a complex global organization.
  • Expert communication skills to facilitate and disseminate information.
  • Self-starter with excellent organizational skills who can work both independently and as a member of an integrated team.
  • Ability to multi-task, and interface on a regular basis with leaders, managers, and trainers.
