Technical Writer

Location:  Portsmouth, Virginia

Job Summary: Drafts clear and coherent technical concepts (jargon) or solutions into an easy to read comprehensive, compliant, and compelling documents. Researches the technical requirements, gathers and organizes information from multiple sources and interprets the technical information in written form that is comprehensible to a wide audience of readers. Presents technical information in an organized manner for both  external and internal audiences.  Responsible for creating the content for White Papers, SBIR responses, Request for Information (RFI), Sources Sought (SS) and Request for Proposal (RFP) responses for both the Federal and State agencies, including Department of Defense (DOD) and Department of Homeland Security (DHS) solicitations/requirements.


Education Required: Bachelor’s degree preferably in English or Journalism (will accept Associates degree,  certifications, or additional years’ experience on a case by case basis dependent on experience)

Years of Experience Required: 5+ years of Experience in technical and proposal writing for the DoD and  DHS.

Desired or In lieu of: BA or BS preferred

Security Clearance: Minimum DoD Secret Clearance or DHS BI

Travel: 10% or less on an “as needed basis”

Certifications Required: N/A


Knowledge In: 

  • DoD writing styles as contained in DoD Manual 5110.04-M, Volume 1,
  • DoD Manual for Written Material: Correspondence Management and DoD 5110.04-M, Volume
  • DoD Manual for Written Material: Examples and Reference Material 
  • Chicago Manual of Style
  • Copy editing experience and recognizing grammatical and formatting errors in client document deliverables


Skilled At:

  • Impeccable professional writing and editing skills
  • Analyzes a Statement of Work/PWS and writes to technical topics after meeting with subject matter experts (SMEs) to ensure that specialized topics are appropriately addressed and discussed
  • Is familiar with and complies with government style guides, RFP section(s) L and M and ensures all documents meet editorial and government specifications and adhere to standards for quality, graphics, coverage, format, and style.
  • Communicates technical topics to non-technical audiences/customers
  • Researches and builds knowledge about products, services, technology, or documents concepts
  • Determines the clearest and most logical way to present information and instructions for greatest reader comprehension and writes and edits technical information accordingly.


Ability To:  

  • Works with the BD Director, BD Manager, Contracts Officer, Marketing Dept., Engineers, Subject Matter Experts (SMEs), Program Managers, and Technical team members for content mining/content development
  • Develops a thorough understanding of the DoD/DHS customer/target audience and is able to translate technical information into win theories and sales strategies in writing
  • Prepares or commissions graphics and illustrations to elaborate on or complement technical writing
  • Collaborates with translators as necessary to convert writing into a variety of languages
  • Ability to handle multiple projects simultaneously
  • Creates, adapts, and follows project schedules and stringent deadlines
  • Builds repository of submissions and archives all documents follows  CMMI policies
  • When necessary, asks questions

Experience In: 

  • Military background is preferred
  • Has experience writing technical documents and content for Advanced Distance Learning, cyber security, test and evaluation, and Software Development
