General Summary:

The Compliance Officer manages the Credit Union's compliance program and is responsible for the Community Reinvestment Act (CRA) program and Business Continuity.

Key Essential Responsibilities:

Compliance:
  1. Researches new or revised compliance laws and regulations communicates changes to management and staff and assesses the impact of changes on the Credit Union. Assists managers and staff in meeting compliance requirements.
  2. Reviews disclosures, legal documents, forms and promotional materials to ensure consistency with compliance laws and regulations.
  3. Analyzes new or revised products, services, operations or channels to ensure compliance with regulations.
  4. Tracks complaints and works with department managers and audit to review the research and response to the member and/or regulatory authority. Provides quarterly dashboard relating to complaints received.
  5. Monitors applicable departments control procedures.
  6. Chairperson for the Compliance Committee.


CRA:
  1. Develops policies, oversees standards and guidelines supporting these policies as they relate to the Credit Union's CRA program.
  2. Serves as Chair of the CRA Committee. Prepares agendas tracks open items and advises Committee on CRA issues and concerns.
  3. Acts as liaison with outside auditors and regulators.
  4. Chairperson for the CRA Committee.


Business Continuity:
  1. Maintains all Business Continuity plans and keeps plans current.
  2. Trains new employees on the requirements of the plan and performs Table Top exercises with departments and branch locations.
  3. Acts as liaison with auditors and regulators.


General:
  1. Supervises, motivates and trains staff. Ensures that employee performance appraisals are completed and administered in a timely manner, including goal setting, providing constructive feedback in a professional manner and developing a career path for direct report(s). Manages time off requests from staff, approves time cards, ensures staff adhere to policies, handles violations of Code of Conduct and employee disciplinary actions tactfully, conforming with established guidelines and in coordination with Human Resources.
  2. Promotes and maintains a positive work atmosphere by communicating in a manner consistent with professional standards to work effectively with members, co-workers, management and vendors.
  3. Keeps abreast of industry developments including, but not limited to changes in regulations and technology.
  4. Ensures adherence to company policies and procedures and Banking/Credit Union Regulations.
  5. Performs additional duties as required.


Scope:

The Compliance Officer works under the direction of the CFO exercising independent judgment and decision making and requires minimal supervision.

Essential Skills, Knowledge and Requirements:
  1. Bachelor's degree strongly preferred. Degree in accounting, finance, business administration, law or related field preferred.
  2. Minimum of 5-7 years of relevant experience working in compliance in financial institutions.
  3. Strong knowledge of federal and state laws and regulations and related case laws governing the credit union industry. Must have the knowledge to ensure compliance with the Credit Union's CRA program
  4. Experience with quality control and issue/error remediation, ability to identify trends, determine root cause and suggest training/process improvements as necessary to reduce errors.
  5. Credit union or bank compliance certification, such as NAFCU (NCCO), CUNA (CUCE), or other relevant compliance certification.
  6. Excellent analytical, organizational, project management and communication skills. Must be able to effectively communicate to employees on compliance matters and provide guidance as necessary. Ability to effectively manage time and handle multiple priorities a must.
  7. Proficiency in Microsoft Office, specifically Word, Excel and PowerPoint. Ability to learn quickly new applications.
