Job Description

SEEC is a progressive nonprofit agency providing a wide range of community supports to help people with developmental disabilities live the lives they choose. Supports are provided solely in the community and are directed by the interests, needs, and aspirations of each person. At this time, SEEC is seeking to hire a Operations Manager, Employment Services.

The Operations Manager will be responsible for developing and monitoring programmatic systems to ensure compliance with regulatory and agency requirements and documentation control. This individual will be the Program Director’s primary support for all programmatic needs. This position will assist the Program Director in tracking and monitoring all regulatory compliance requirements. This position will be responsible for implementing the onboarding of individuals supported, and ensuring accurate funding is in place. This role will manage the monitoring of outcomes-related metrics across the program and lead the semi-annual reporting to the state. In addition, this role will serve as an administrator for the ES-related elements of the agency’s information management system iCareManager (iCM), LTSS Maryland and Elsevier online training systems. 

This position requires an individual with strong organizational skills, must be a self-starter, and work with little direct supervision, and able to focus on details. This individual must possess strong written and verbal communication skills and recognize the importance of collaboration within the team, across the programs and beyond the agency. 


Minimum of 2 years of experience in a relevant field with a BA/BS degree. Knowledge of services for people with disabilities preferred. The position requires strong problem-solving skills and a strong working knowledge and practice of Office 365 including Microsoft Word, Microsoft Excel, Microsoft Outlook, Microsoft PowerPoint, and Microsoft Teams.  Candidate must be able to work independently.


  1. Manage and report out on key Employment Services metrics systems across the program (Metrics & dashboard to be developed)
  2. Develop and manage Quality Assurance systems to monitor and track compliance with regulatory, organizational requirements.
  3. Coordinate with program staff and liaise with MD-DDA, DORS and Ticket to Work to utilize and maximize revenues. Serve as a point of contact for programs listed.
  4. Manage attendance process to guarantee billing accuracy. 
  5. Monitor to ensure billing corresponds with budget expectations.
  6. Monitor the Person-Centered Planning (PCP) processes including pre-planning meetings, Annual meetings, and timely submission of necessary documents, reports, and information. Accept agreed upon services in LTSS Maryland system.
  7. Other duties as assigned.
