Job Title: Director of Behavioral Health Date: January 2021 Location: Goleta Reports To: Chief Executive Officer P osition Type: Full Time Job Description SUMMARY: Under the supervision of the Chief Executive Officer, the Director of Behavioral Health Services is the lead clinician in charge of all aspects of Behavioral Health Care Services at the Santa Barbara Neighborhood Clinics. The Director of Behavioral Health Services must apply a multidisciplinary approach to promote optimum outcomes in the prevention, diagnosis and treatment of SBNC patients suffering from acute and chronic mental health disorders. The Director of Behavioral Health Services manages multiple service lines in accordance with Behavioral Health Contracts with the collaborations with community partners, such as Child Abuse, Listening and Mediation (CALM), Council on Alcoholism and Drug Abuse (CADA), Sanctuary Centers of Santa Barbara, and County of Santa Barbara Behavioral Wellness, along with other programs, establishing quality measures for mental health service providers agency-wide (including all School Based and Clinical service sites). The Director of Behavioral Health will support Integrated Care Coordination between all SBNC disciplines. This position will manage Behavioral Health Specialists assessment and intervention services in an Integrated Primary Care environment. The management of Clinical Mental Health Services includes but is not limited to establishing clinical practice policy and protocols, individual/group supervision, case conferencing, quality assurance & improvement, reviewing treatment plans while setting the pace for a high-performance productive department. This position is an integral part of the Patient Centered Medical Home (PCMH). ESSENTIAL DUTIES AND RESPONSIBILITIES: The following list reflects the general duties considered necessary to fulfill the functions of this position and is not a detailed description of all the duties required in the position. Leadership Provides overall leadership of the Integrated Behavioral Health Providers, Behavioral Health Coordinators and Behavioral Health Associates. Develops and implements the key strategies and systems of Primary Care Integration in collaboration with the Associate Medical Director and in conjunction with the Chief Medical Officer, regarding the Behavioral Health Program. Effectively implements the strategies and vision developed collaboratively with CEO/CMO, the Integrated Behavioral Health Planning Team and the leadership team. Meets with the Clinic Managers and Assistant Managers as scheduled by the Director of Clinic Operations. Attends Core Team Meetings as scheduled. Compliance and Quality Improvement Communicates clearly with CEO/CMO on quality and compliance issues related to patient care. Proactively ensures that all protocols and policies are rigorously followed by all BHPs at each site. Establishes benchmarks for quality of care and productivity as well as outcomes; tracks progress toward achievement of goals. Responsible for BHP Chart Reviews and other audit documentation requirements including addressing departmental findings with corrective action. Grow the Behavioral Health program and meet the needs of the medical providers. Management Administrative Management: Meets with the CEO/CMO on a regular basis in matters pertaining to Behavioral Health staff issues. Works with the COO/CFO on grant funded program implementation, meeting attendance, and program reporting requirements. Human Resources and Supervisory Management: Oversees recruitment, selection, supervision, and training of Behavioral Health staff. Works collaboratively with the Director of Clinic Operations and the Director of Human Resources. Provides guidance, supervision, and role modeling for Behavioral Health staff to ensure consistent application of policies throughout SBNC. Responsible for processing the Behavioral Health staff’s biweekly payroll. Approves vacations, manages sick time and ensures staffing arrangements for the Behavioral Health Coordinator. Assists the Director of Human Resources in the hiring process for all Behavioral Health staff. Actively participates in the creation and implementation of staff trainings. Collaborates with the Director of Human Resources, COO/CFO and the CEO/CMO in drafting Behavioral Health Provider contracts. Oversees staffing schedule for all Behavioral Health Providers and Coordinators, ensuring that obligations are covered. Works with the Director of Human Resources, CEO/CMO and COO/CFO to ensure that clinicians receive adequate training. Works with the Director of Human Resources and CEO/CMO to ensure appropriate compensation of providers. Conducts performance evaluations on all Behavioral Health Providers and staff, and submits all paperwork and documents to the Director of Human Resources in a timely manner. Coordinates with CEO/CMO and Director of Quality on disaster preparedness and surge capacity planning. Provider The Director of Behavioral Health Services will split their time, fifty (50) percent Administrative and fifty (50) percent patient care. Provide effective treatment planning and assisting clients in successfully achieving goals. Evaluate crises and apply appropriate interventions. Actively participate in meetings that support SBNC’s integrated health care model to provide comprehensive care for clients. Assist in the detection of “at risk” patients and development of plans to prevent further psychological or physical deterioration. Assist the primary care team in developing care management processes such as the use of guidelines, disease management techniques, case management, and patient education to improve self-management of chronic disease. Provide assessment, consultation, and brief intervention for psychological/psychiatric problems and/or disorders. Teach patients, families, and staff care, prevention, and treatment enhancement techniques. Monitor the site’s behavioral health program, identifying problems related to patient services and making recommendations for improvement. Participates in Quality Improvement (QI) and Continuous Quality Improvement Activities (CQI) as appropriate. Other duties as assigned. QUALIFICATIONS AND EDUCATION REQUIREMENTS: E ducation: Master’s level education – LCSW, PHD or PsyD in Clinical Psychology Experience: Five years of managerial experience in an Integrated Primary Care Clinic Knowledge/Skills: Skills in using basic office equipment including computers, copy machines, fax machines, and postage machines. Proficient with Microsoft Windows, Word and Excel. Skill in developing promotional materials. Demonstrated ability to prioritize workload and multi-task. Strong interest in working with the public. Knowledge of psychopharmacology. Excellent working knowledge of Behavioral Medicine and evidence-based treatments for medical and mental health. Should be comfortable with the pace of primary care, working with an interdisciplinary team and have strong communication skills. Physical Demands: May be required to lift objects weighing up to 35 pounds. Sitting in a normal seated position for extended periods. Reaching by extending hand(s) or arm(s) in any direction. Finger dexterity required to manipulate objects with fingers rather than with whole hand(s) or arm(s), for example, using a keyboard. Communication skills using the spoken word. Ability to see within normal parameters. Ability to hear within normal range. Ability to move about. Certification/ License: Licensed in the State of California as a Licensed Clinical Social Worker (LCSW), LPC, or a Licensed Psychologist.
