POSITION SUMMARY The following sections are designed based on the Results Based Leadership for Racial Equity Framework that the Foundation uses to accomplish our work.

Boundaries

The payroll and benefits administrator is vital to ensuring that staff receive equitable pay and benefits in an accurate and timely manner. The position is a strategic partner on the Human Resources team, responsible for the daily maintenance and management of the HRIS system that allows staff to access their pay and benefits records and supports transparency and data driven decision making.

Authority

The payroll and benefits administrator has authority to make real time decisions about systems adjustments to ensure compliance with legal requirements. The role partners with external auditors, internal finance team and the human resource team to make decisions related to payroll and benefits administration.

Role

The payroll and benefits administrator is responsible for processing all aspects of payroll, including consolidating timesheet information, creation of certified payroll reports, performing basic calculations, verifying data and reconciliation as required. The payroll and benefits specialist will be responsible for coordinating payroll submission, generating reports, and reviewing payroll related documents. The payroll and benefits specialist is also responsible for the administration of benefits for staff.

Tasks
  • Complete semi-monthly payroll processing and any special off cycle payroll requests associated with special payments, terminations, etc.
  • Manage electronic timekeeping system (ADP time & attendance)
  • Ensure all payroll compliance matters are handled efficiently and timely including handling any notices/communications with government agencies as needed
  • Responding to government inquiries including wage verification, garnishment orders, EDD processing
  • Manage year-end communications, reconciliations and timely issuance of W-2 and other documents
  • HRIS data entry and maintenance of electronic employee records in ADP Workforce Now
  • Manage and update annual payroll and holiday calendars for publishing
  • Assist with any internal and external audits including tax audits, 401K audits, Worker Comp audits, etc.
  • Stay up to date on state and federal payroll and tax laws
  • Perform frequent ERISA and tax-deferred plan compliance audits
  • Assist with reporting and other projects as needed

Benefits Administration
  • Monthly auditing of benefits enrollment data (retirement, medical benefits) and annual open enrollment auditing including auditing against monthly invoices, submit billing to accounts payable
  • Enter new hires and changes into HRIS system
  • Ensure benefits enrollments are entered accurately for all new hires and staff making changes due to life events and annual elections
  • Monthly tracking of 401(k) eligibility and annual tracking of catch-up contributions, enroll staff in 401(k) employer contributions, manage loans and rollover distributions
  • Monthly safe harbor auditing and tracking of hours for those that are not benefits eligible
  • Maintenance of electronic employee file information in Microsoft teams
  • Provide census reporting as needed
  • Customer service related to payroll and benefits
  • Manage updates, access and adjustments to carrier portals
  • Manage COBRA administration
  • Support leave of absence administrationin partnership with third party administrator
  • Coordinate income replacement during employees wring leaves of absence
  • Create and maintain documentation of payroll and benefit processes
  • Participate in strategic process and benefits enhancements as needed
  • Prepare reports and statistical data regarding benefit programs
  • Manage benefit audits to ensure accuracy of data in reports and data transmissions to third party vendors; collaborate with business systems counterparts for assessment and correction of discrepancies

Competencies & Qualifications
  • Solid understanding of basic payroll accounting and benefits administration
  • Ability to adhere to Federal and State laws on payroll tax obligations and maintain/ preserve highest confidentiality of the Payroll, Human Resources, and Accounting department.
  • 5 years full cycle payroll processing experience
  • Advanced proficiency in Excel
  • Working knowledge of Microsoft Office suite applications
  • Advanced proficiency in HRIS and or payroll platform required (ADP Workforce Now, preferred)
  • Strong analytical skills and great attention to detail
  • Possesses mathematical and calculation abilities
  • Proficient verbal and written communication skills
  • Works well independently and in team environment
  • Multi-tasker, time management skills, well organized
  • Collaborative working style
  • AA degree and/or combination of education and experience

Compensation: When determining compensation at the Foundation, we consider total compensation including base wage, variable pay, discretionary and legally required medical and fringe benefits, education and development expenses, taxes and insurance. Each position offers a set pay based on external market and internal equity factors.
