12.0 Key Personnel. Key Personnel for this task order shall provide specialized technical support in the area of Human Resource Management to Office of Foreign Service Human Capital (OFSHC) personnel, and the Industrial Organizational (IO) Psychologist. Personnel should have extensive knowledge and background in staffing and recruitment, three or more years of staffing experience, and have current/valid Delegated Examining Unit (DEU) Certification. The specialists will work with OFSHC to notify applicants of their ineligible status. Key personnel should require no supervision on tasks but will receive instructions as to the general results expected and technical guidance on unusual or complex problems. Requires a Bachelor’s degree (typically in business or human resources) and/or a minimum of 4-8 years related experience.
2.0 Background. The ITA helps create economic opportunities for American workers and businesses by promoting trade and investment, strengthening industry competitiveness, and ensuring fair trade. ITA works to improve the global business environment and helps U.S. exporters compete abroad. Each year, the agency plans and executes many events, ranging from trade missions to bilateral trade negotiations. OFSHC is responsible for recruiting and supporting the American direct hire workforce located primarily in 119 cities in 78 markets, headquarters business units and in U.S. Export Assistance Centers throughout the fifty United States and territories.
3.0 Scope. The OFSHC seeks to secure one Human Resource Specialist with staffing, recruitment, and qualifications experience that can assist with the posting and review of the Job Opportunity Announcement (JOA), resumes and supporting documentation to rate candidate applications, adjudicate Veterans preference and supply OFSHC with a viable list of candidates for the 2019 Commercial Service Assessment.
8.0 Hours of Operation. The contractor shall be available for conference calls and meetings with the OFSHC staff between 8:00 am and 5:00 pm Monday through Friday, Eastern Standard/Daylight Time, excluding Federal Holidays.
