Job Description

Overview: Team St. Michael’s Inc., has an opportunity for an experienced Contract Specialist in the Yorktown, VA area in support of a defense organization. The selected candidate shall assist in providing end to end federal procurement support services to the client, must possess an uncompromising work ethic, and be able to align with St. Michael’s core values of Excellence In Reputation, Candor, Commitment, Teamwork, and Dependability.

Active Clearance required: Secret

Required

  • 10 years of experience performing pre- and post-award acquisition-related functions in support of the federal government.
  • Level III DAWIA Certification in the Contracting Career Field, FAC-C Level III, or equivalent certification.
  • Proficiency in the Standard Procurement System (SPS)/Procurement Desktop Defense (PD2) database.
  • Solid understanding of FAR and DFARS and experience performing complex cost and price analysis.
  • Familiar with multiple appropriations, including O&M, Procurement, and RDT&E.
  • Well versed in Fixed Price, Cost Reimbursable, Time & Material, and Commercial contracts.
  • Solid understanding of source selection procedures for best value, price performance tradeoff, lowest price technically acceptable, and general schedule source selections.

Duties Include:

  • Preparation and review of all pre-award and post-award documents, analysis of cost and price factors, performance of procurement procedures applicable to simple and complex procurements, advising requiring activities on processes related to inspection and acceptation of goods and services, and coordinating the receipt of invoices.

  • Development and interpretation of of solicitation provisions and contract clauses for vendors and Government officials.

  • Selecting solicitation and contract terms and conditions, recommending sources to be solicited, conducting market research, conducting price/cost analysis, recommending and preparing awards.

  • Monitoring contract performance documentation, preparing negotiations.

  • Assisting the Contracting Officer with performing contract closeout functions for Firm Fixed Price and Cost Reimbursable contracts. Duties include interfacing with Program Office and Budget Office to verify that deliverables have been received by the Government and all funds have been expended, initiating applicable contract modification documents, drafting documentation, and preparing the closeout file for the Contracting Officer’s review and approval.

  • Supporting Government Purchase Card/Contracting Officer Representative programs.

  • Conducting peer reviews of procurement packages.

  • Providing professional advice and recommendations to decision makers and approval authorities.

  • Performing contract administration and coordinating performance measurement with the requiring activity.

Education: Bachelor’s degree in any field.
