Job Description

SPN is looking for a Program Manager to join our talented innovative team United States International Trade Commission in its mission to enhance the support of current and future operational needs of the Commissions IT users and their systems. The Program Manager plans and manages medium-to-large sized projects of moderate-to-high complexity, or portfolio of medium-to-small projects, and ensures program results contribute positive business value and meet agreed on scope, cost, schedule, and quality objectives. The Program Manager will be accountable for the project teams day-to-day execution and compliance with prescribed methodology process, including project charter development, program initiation and facilitation, project plan development, risk and issues management, quality planning, and communications planning. The Program Manager will function as part of a team, inclusive of customers, and must demonstrate sufficient written and communication skills to ensure success.

REQUIRED

Location: Washington, DC

Clearance/Citizenship: Clearable / US Citizen

Education: Bachelors Degree or greater

Certification: Project Management Professional (PMP) - Required

Required Experience/Skills:

  • Proven work experience as a Help desk manager 5+ years
  • Hands on experience with help desk and remote-control software
  • Solid technical background with an ability to give instructions to a non-technical audience.
  • Customer-service oriented with a problem-solving attitude
  • Excellent written and verbal communications skills
  • Team management skills
  • Strong project management skills, including the ability to prioritize work and meet deadlines.
  • Strong planning, organizational, and leadership skills
  • Strong verbal and written communication skills
  • Strong interpersonal skills, including the ability to make effective presentations and communicate technical concepts to non-technical clients
  • Extensive knowledge of project management processes, systems development methods, organizational change management concepts, and business process improvement methods
  • In-depth knowledge of project planning techniques and automated project planning tools required.
  • Ability to work in a team environment
  • Excellent problem-solving and critical thinking skills
  • Experience with Business Process development and Change Managemen
