General Summary
Under general supervision, the Payroll Accountant is responsible for preparing payroll and assisting in the internal and external reporting process for monthly, quarterly, and annual financial reporting for the Authority.
Duties and Responsibilities
- Compiles, reviews and audits payroll data to ensure all hours worked and/or not worked are recorded in e-time on a weekly basis.
- Assists terminal personnel with routine questions and problems regarding Enterprise e-time on a weekly basis.
- Maintains and updates all shift/schedule changes in Enterprise e-time.
- Generates, reviews and distributes weekly payroll deduction reports to payroll staff for check request preparation.
- Detail reviews and analyzes of various payroll deduction accounts including health insurance, hybrid, medical refunds, shift premium and miscellaneous earnings for monthly journal entries.
- Reconciles total earnings and income tax withholding to the general ledger on a monthly basis.
- Generates, analyzes and distributes monthly labor distribution reports for preparation of monthly journal entries.
- Coordinates the distribution of the yearly W-2's.
- Updates and maintains the vacation, sick and personal leave balance report to ensure accurate reporting.
- Prepares and maintains schedules for deductions such as Friend of Court, garnishment and levies. Prepares and maintains levies and garnishment disclosure filings as required by Federal, State and local entities.
- Creates and modifies reports and spreadsheets as needed, such as manual and void checks and overtime.
- Researches and analyzes discrepancies and prepares the appropriate correctional transactions for management's review.
- Serves as backup for generating and preparing the payroll summary, and processing of salary and SIP payroll.
- Reviews operating budget periodically to analyze trends affecting budget needs.
- Assists in the development of the Personal Services wages and benefits schedule by employee for budget purposes.
- Assists in continuous development and improvements of the financial and budget reporting process.
- Assists in financial statement quarterly reviews and annual audit work papers preparation.
- Performs other duties as assigned.
Knowledge, Skills and Abilities
- Bachelor's degree in Accounting, Finance or related field.
- Four or more years of payroll experience.
- An equivalent combination of education and experience may be substituted for minimum requirements.
- Strong analytical ability.
- Effective written and verbal communication skills using tact and diplomacy.
- Ability to work well with others.
- Ability to pay close attention to detail.
- Knowledge of payroll and accounting software packages.
