Job Description
JOB DESCRIPTION This position will oversee all the operations of the Robson Communities Water/Sewer Utilities divisions to ensure the staffing, daily operations, facilities, financial reporting/budgeting and future planning is handled appropriately. This position shall oversee reporting structures such as water resources, environmental compliance, air quality, and the treatment, collection and distribution of water/wastewater. The Utilities Director will determine departmental policies, will create long term plans, and manage the budget. Will work closely with Robson accounting, the engineering and land development divisions with new projects and/or changes to existing community utility needs; and also with Human Resources and senior management with certain aspects of the utility operations such as proposals on future projects, staffing, proposals for additional infrastructure, and rate cases. Will coordinate with the ACC and other governmental agencies. Performs other job duties, as assigned. Supervision of and Interfacing with Superintendents/Utility Managers. Will provide support with staffing changes/additions; compensation planning; employee relations matters. Collaborate with Utility Engineers/Consultants on projects to prepare plans, studies, reports and permit requirements in support of utility projects. Review current utility rates and develop future plan for rate case adjustments. Accounting – Contract review; review financial statements; review and approve invoices; review monthly budget to actual expenses; prepare annual budgets; Current and Future Infrastructure improvements and planning. Analyze utility operations and existing infrastructure/facilities to develop strategic short and long term planning. Regulatory Compliance – work with County Agencies, ADEQ, DWR, CAGRD, ACC. Manage ACC Rate cases; oversee and review annual ACC and ADOR filings. Respond to sensitive citizen inquiries and complaints. Inform and respond to citizen inquiries and complaints in conjunction with new utility construction projects and maintenance of existing utility infrastructure and facilities. REQUIRED SKILLS/ABILITIES 5 years of managerial or executive level experience in Water or WasteWater collection/distribution; Water or WasteWater treatment. Knowledge of NARUC, ADEQ, DWR, ACC, CAGRD, County Agencies and other various governmental regulatory laws regarding water & wastewater compliance. Bachelor’s and/or higher degree from an accredited college/university in business management, public administration, engineering, environmental science, or other degree providing the education necessary to oversee the operations assigned to this position. Grade 4 Certifications from ADEQ in: Water Distribution; Water Treatment; WasteWater Collections; WasteWater Treatment. Knowledge of Uniform System of Accounts for water and sewer companies.
