This is a remote Business Systems Analyst/ QA consulting opportunity
Perform a variety of complex systems integration duties in the design, implementation and maintenance of management information systems, their interfaces, and supporting services and functions using computer hardware and software applications including cloud-based, on premise, and emerging technologies.
The consultant is expected to have a fundamental knowledge of the methodologies and tools necessary to perform the duties listed above and have experience with business systems analysis and QA testing.
- Provide input on feasibility, viability, complexity and level of effort associated with various design options under consideration; suggest alternative approaches as applicable.
-Develop and execute technical test plans; document issues identified through technical testing; consult with colleagues and teams on proposed changes based upon the testing process; update agreed upon changes and document accordingly.
-Design and develop or assist with design and development of program(s) or project(s).
-Provide technical and/or professional coordination and leadership in the execution of day-today project tasks, as appropriate to program objectives and area of expertise.
-Integrate, configure, and implement systems and processes to meet customer goals and requirements.
-Collaborate with other departments, programs, projects to improve, integrate, and enhance systems.
-Work on all aspects of assigned integrations, interfaces, and maintenance of software implementation projects; evaluate, assess and document client goals and needs;
-Confer with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements such as forms of data input, determine how best these needs might be met through the integration of existing portfolio of systems and capabilities.
-Upgrade systems and correct errors to maintain systems after implementation. May lead and coordinate work of others to develop, test, install, and modify programs.
-Troubleshoot problems to source. Assist lower level Analysts in resolution of work problems related to flow charts, project specifications, and programming.
-Write detailed description of user goals and requirement, program functions and steps required to develop or modify computer programs, and application specifications including database interfaces, user interfaces, business rules, and database relationships.
-Review computer system interface capabilities, workflow, and scheduling limitations to determine if requested programs or program changes are possible within existing systems.
-Plan and prepare technical reports, memoranda, and instructional manuals as documentation of program development following City documentation standards.
-Coordinate and conduct user training, education and problem-solving sessions; and counsel users regarding system functionality.
- Manage the relationship and expectations of user personnel and department; prepare service agreements for review and approval.

The successful BSA/QA consultant will have:
Bachelor's degree in information systems, computer science or a related field, plus four (4) years of software applications analysis, design, programming, implementation and project management experience.
Experience Business Systems Analysis, requirements gathering & creating requirements documents;
Experience with QA Testing, creating test plans and manual testing;
Strong interpersonal and communication skills;
Understanding of SDLC, software design & implementation and technical documentation
SharePoint or other collaboration tool
