THIS POSITION IS DESIGNATED AS NON-BARGAINING UNIT AND THE INCUMBENT SHALL SERVE IN AN "AT-WILL" CAPACITY.  

Manages the daily directly operated fixed route transportation personally or through subordinate supervisors.

Note:  This position primarily works out of our Riverside location and may need to report to Hemet as needed.  

ESSENTIAL DUTIES/RESPONSIBILITIES:

ESSENTIAL DUTIES AND RESPONSIBILITIES  The following duties are standard for this position.  The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

Maintains 24/7 communication with the Director of Operations for system status, exceptions and personnel/operational issues.

Reviews and ensures accuracy, thoroughness and timely completion of operations reports, including dispatch log, daily operations reports, accident and incident reports, register sheets and extra board utilization.

Develops and implements operating rules and procedures. Includes creating memos and postings that contain pertinent information to ensure the agency’s values are met.

Provides validation, recommendations and coordinates with Planning and Service Scheduling department regarding future service changes and adjustments to the current schedules for purposes of on-time performance, operator safety and comfort, and customer convenience.  

Coordinates with the Stops and Zones section regarding the operational issues of the system wide bus stops (safety, placement amenities) and routes for safety purposes and proposes necessary amendments.  

Coordinates service with Contract Operations.

Provides operators with clear instructions and develops plans to improve their performance reviews.  Assists operators with questions, concerns and issues and develops sound resolutions within Agency guidelines Coaches and counsels operators as necessary. 

Establish the overall direction of the department by determining priorities, setting goals and objectives and managing the activities of Operation Supervisors by providing challenging assignments, goals and developmental opportunities. Actively participates in employee development and succession planning. 

Manages and assigns operating and supervisory staff and resources, restructures schedules and shifts to ensure that the objectives are achieved within budgetary constraints.

Guides Operation Supervisory staff to ensure all actions are in accordance with the labor contract agreement, agency policy and rules and regulations. 

Assists in the investigation of accidents and passenger complaints involving Agency vehicles and employees; evaluates the Agency's position and initiates necessary measures.  

Assists Training Department in developing operator and operations supervisor training requirements.  

Plans, coordinates, monitors and updates the three yearly service changes including the Coach Operator bidding of assignments, Floating Holidays, vacations, Intelligent Transportation System changes and Operations supervisor staff assignments.

Develops business metrics and key performance indicators and implements processes and procedures based on findings and recommendations.  

Analyzes budgetary/financial impacts and makes decisions/recommendations.  

Establishes general operating procedures for dispatch and road supervision for Fixed Routes.  

Oversees processing of employee payroll information.   

Makes recommendations to the Director of Operations regarding discipline; may resolve first-step grievances and conduct discipline hearings.  

Represents the agency as designated in meetings to further agency interests.

SUPERVISORY RESPONSIBILITIES 

Manages Assistant Operations Manager and supports their oversight of the supervisors in the Operations department. Is responsible for the overall direction, coordination, and evaluation of this unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATION GUIDELINES:

QUALIFICATIONS   To perform this job successfully, an individual must be able to perform each duty satisfactorily. EDUCATION and/or EXPERIENCE 

Bachelor's degree (B.A./B.S.) from four-year college or university in administration, transportation or related field. Four years’ experience in transit operations, with at least two years of management and one year of commercial driving required. Additional management and leadership experience preferred. May consider an equivalent combination of education and experience. 

LANGUAGE SKILLS 

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals.   Ability to effectively present information and respond to questions from groups of managers, customers, and the general public.

MATHEMATICAL SKILLS 

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.  Ability to apply concepts of basic algebra and geometry.

COMPUTER SKILLS

Must be familiar with current business operating systems, software, and programs (i.e. Microsoft Office, to include Word, Excel, Access, etc.)

REASONING ABILITY 

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS  

Must possess a valid California driver’s license.  State certified trainer; certification in accident investigation and reconstruction is desirable.

OTHER SKILLS AND ABILITIES 

Knowledge of transit operations.  General knowledge of vehicle design and maintenance.   Knowledge of Riverside city streets and routes. Knowledge of basic schedule writing and run-cutting. Knowledge of Federal and State public transportation regulations.  Knowledge of public organizations and their administration.  Knowledge of automated dispatching and communication tracking systems. Basic knowledge of accident investigation.  Ability to gather and analyze facts and arrive at sound conclusions.   Ability to establish and maintain effective working relationships with others.  Ability to effectively supervise subordinates. Ability to manage projects effectively and efficiently.  Must be adept at continuous measureable improvement.   Must display good motivational/team building skills.  Must have a good positive attitude, be honest, a good listener, energetic, results oriented, self-starter and self-sacrificing.
