Position Description
Redhorse Corporation is seeking a Mid-Level Environmental Engineer who will be in the Redhorse Corporation’s San Francisco office. The engineer will be responsible for conducting several tasks within Redhorse’s Leaking Underground Fuel Tank (LUFT) cleanup and Underground Storage Tank (UST) prevention program, which is funded by the U.S. Environmental Protection Agency, Region 9 in partnership with the U.S. Army Corps of Engineers to support the California State Water Resources Control Board (State Water Board) UST Program.  The position involves reviewing active LUST cases Statewide to determine the status of the case and whether the case meets SWRCB’s low-threat closure policy and identifying impediments to why cases aren’t moving through the closure pipeline. The purpose of each review is to determine whether the case is on-track for clean up and/or additional work is needed, and if the case is a candidate for closure. This position may also involve interaction with the various Regional Boards within the State of California and assisting them with case management of their open LUST cases; this may include putting together case closure summaries, issuing directive letters, assisting the Regional Boards with funding applications for cases eligible for different funding sources (USTCF, EAR, ORPHAN, etc.).  This position may include some administrative responsibilities and the Engineer may be involved in other environmental projects outside of the LUFT program as well.

Responsibilities

  • Review and summarize physical and electronic files on UST/LUST sites, including site assessment and remediation reports.
  • Draft summary documents on UST sites with known or suspected contamination, as a tool for developing technical and administrative solutions.
  • Update the SWRCB’s GeoTracker database, the State’s data management system for managing active UST/LUST sites and sites that have had petroleum releases.
  • Conduct research to locate owners and parties responsible for contamination caused by LUSTs.
  • Analyze and interpret geological, geochemical, and geophysical information from sources such as survey data, well logs, boreholes, and aerial photos.
  • Provide recommendations for remedial approaches to address contamination at UST/LUST sites.
  • Communicate findings by writing technical reports for review by regulatory agencies.
  • Provide technical review support to staff.
  • Conduct site visits and field work.


Minimum Basic Requirements for Skills, Experience and Credentials include:

  • B.S. or higher in Engineering (civil, chemical, environmental, mechanical). B.S. or higher in a related field (geology, environmental science) with relevant experience may be considered.
  • Five (5) plus years experience with similar work, including regulatory interaction experience.
  • Registration as Professional Engineer (PE) or working towards obtaining PE in CA preferred.
  • Experience involving State of California, US Environmental Protection Agency, or Department of Defense projects preferred.
  • Proficiency in Microsoft Word, Excel, Project, Outlook, and PowerPoint
  • Proven organizational, written and verbal communication skills
  • Familiarity with GeoTracker.
  • Candidate must be able to explain work to non-technical public.Experience in interacting with non-technical public and technical consultants is a plus.
  • Candidate must be familiar with a matrix organization. Experience working at firms or agencies with oversight by several managers is desirable.  Candidate must be able to prioritize work requirements from multiple management levels.  
  • Understand, analyze, and summarize the fate and transport of contaminants in the subsurface including the vadose zone and groundwater.
  • Ability to make determinations regarding impacts to human health and the environment by interpreting historical site uses and analytical data available.
  • Proficiency in understanding the proper remedial technologies used to treat petroleum constituents in the subsurface and practicable extent of the technology.
  • Broad range of technical skills such as knowledge of USTs, remediation, construction, regulatory requirements, contracting, etc.   
  • Prior experience interacting with clients desirable.
